Duties
This National Guard position is for a MILITARY AND FAMILY READINESS MANAGER (Title 5), Position Description Number T5701100 and is part of the J9, National Guard.
UNDERSTUDY AUTHORITY: The understudy will be appointed at the lower grade than the target position and will not assume full performance level duties or be promoted to the full target potential until the target position is vacated (not applicable if the understudy currently holds the same grade as the target position). The understudy period will not exceed 120 days.
JOB SUMMARY: The primary purpose of the position is to be responsible to budget, direct, plan, develop, articulate, implement, provide quality assurance, training and assistance for all aspects of Service member and Family Readiness Programs; and supervise and administer program services to National Guard Service members and their families beginning from the Recruit Sustainment Program through the entire military lifecycle. Enables the provision of, or referral to, services for service and family members of deployed military personnel regardless of service or component (Army, Marines, Air Force, etc.). Responsibilities are aligned at all levels of steady state, contingency and mobilization with operations geographically dispersed throughout the state to enable maximum program reach, support to Commanders and readiness impact. Position is responsible for successful execution of, and oversees ARNG budget for, Survivor Outreach Services; Soldier Support Services; Employment/ESGR; Transition/Transition Assistance; Financial Literacy and Readiness; Resilience, Risk Reduction and Suicide Prevention programs; Yellow Ribbon Reintegration Program; Exceptional Family Member Program; Family Assistance Centers; Crisis Intervention; Emergency Family Assistance Center (EFAC); Child & Youth Services; Volunteer Program; and Family Readiness Support (holistically, Soldier & Family Readiness Programs); for geographically-dispersed Units, Service members and families. The position provides first line supervision to Title 32, Title 5, statutory volunteers, Active Guard Reserve (AGR) personnel and State employees assigned to the program. May oversee Federal and State level contracts (as Contracting Officer Representative) as well as Master Cooperative Agreements (as State Program Manager). Serves the organization as the senior state-level technical subject matter expert to NGB and TAG, providing supervision for all levels of Government personnel, and Government Technical Monitor providing guidance and oversight for contracted services/personnel, ensuring responsive, high-quality family readiness services impacting service member and family readiness.
The major duties include, but are not limited to:
Serve as TAG's State-level technical Subject Matter Expert, consultant and policy advisor on the full scope of military and family member readiness and well-being programs. Oversee and measure program effectiveness, adequacy of program capabilities and synchronization of Service Member and Family Readiness programs to OSD, Service, NGB policy and accreditation/certification standards.
Supervise, evaluates performance and directs the Readiness Support staff, including subordinate program team leads. and direct the Support Services staff.
Interpret, adapt and implement program and resource guidance, regulations, policies, and public law from higher headquarters (National Guard Bureau) and other sources (including DoD, Army and Air Force), tailoring guidance to specific and unique Readiness of the state/territory/DC within program requirements. Identify, plan, and direct family readiness, mobilization, and deployment priorities based on mission requirements and unit OPTEMPO within the state/territory/DC.
Serves on a variety of NGB, state-level and unit-level military and family readiness councils and community councils to keep informed on operations and/or to coordinate programs and requirements (e.g., Commander's Ready and Resilient Council).
Develop and implement full spectrum Service Member and Family programs across the military lifecycle, enabling Soldier and family member self-reliance and resilience.
Requirements

- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report.
- The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment; must be able to obtain and maintain a Secret security clearance.
Qualifications
GENERAL EXPERIENCE: Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 12 Months of specialized experience in the following:
GS-11 REQUIRES 12 MONTHS:
Experience equivalent to at least GS-09.
Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions.
Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations.
Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures.
Experience preparing written communications and oral presentations.
GS-12 REQUIRES 12 MONTHS:
Experience equivalent to at least GS-11.
Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions.
Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations.
Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures.

KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge to develop and administer family readiness policies; ensure policy relates to missions, functions, organization, major issues, work processes, goals objectives and programs in order to direct, plan, develop, and implement programs designed to improve and maintain National Guard family readiness and quality of life.
Knowledge of research, analytical and evaluative techniques and methods (and the ability to adapt as appropriate) to analyze reports, gather data, review suggestions, and evaluate the effectiveness and efficiency of the National Guard service member and family readiness programs sufficient to develop solutions to situations not normally encountered; to recognize and define social problems, to reach accurate conclusions, and to measure and improve human services program effectiveness and productivity, and make recommendations for program improvement.
Knowledge of laws, regulations, policies, and precedents governing Service Member and Family Readiness Programs and the Child & Youth Services Program and affecting the use of resources and related support resources (money equipment, and people) to implement the these programs.
Scope and depth of knowledge pertaining to human services and non-clinical case management matters and programs benefiting families, military, Title 5 civilians and Title 32 technicians, in addition to policies, practices, and procedures; local non-governmental agency resolutions including methods used to establish program objectives or performance goals and assess progress toward their achievements and the impact military and family members' readiness and quality of life.
Ability to communicate effectively to develop command level briefings, provide written guidance, provide technical assistance, and communicate orally.
CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources. NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position. Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance.
