Duties
Responsible for the management coordination, oversight, development and implementation of policy for the Bureau's energy and water conservation programs nationwide. Provides technical expertise to the Design and Construction Branch, and other design professionals, on the energy and water conservation requirements associated with the design and construction of all new federal correctional facilities. Conducts in-depth, independent studies of the effects legislation, Executive Orders, judicial decisions and Department of Justice policies have on programs administered by the Facilities Management Branch and Facilities Programs Section (e.g. energy conservation requirements mandated by Executive Orders). Reviews and evaluates proposals from architects, engineers and managers and advises on the adequacy and suitability for use in Bureau Facilities. Serves as a nationally recognized authority on energy and water conservation, technical policies, practices, and techniques, and provides advice, assistance, and counsel to the Chief, Facilities Programs, and other high level officials concerning the operation of Bureau facilities.

Qualifications
To be considered for the position, you must meet the following qualification requirements. Education: There is no substitution of education for specialized experience for this position. Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are:
Experience in analyzing information and providing recommendations in regards to the establishment or modification of programs, plans and/or policies relating to energy and water conservation.
Experience in providing technical expertise in the design and modernization of existing facilities and ensuring compliance with current energy and water conservation requirements.
Experience in modifying standard practices and adapting techniques to solve a variety of complex problems associated with the implementation of programs relating to energy and water conservation.
Experience that demonstrates knowledge of construction and trade principles to evaluate the quality of work performed within buildings and facilities.
