About the Position: The Communications-Electronics Command (CECOM) Software Engineering Center (SEC), headquartered at Aberdeen Proving Ground, Maryland, is one of the most experienced and comprehensive support centers within the DOD. This position is for the Associate Director for Command Control and Communications - Tactical (C3T).

Duties

Manage facets of technical programs involving life cycle software support for Army applications/systems. Conduct strategic planning, conceptualizing, integration or assimilation of technical work within the Directorate. Assigns work and set priorities to lower-level supervisors, team leaders and/or employees. Direct and oversee modern software development, delivery, and data solutions. Furnish guidance (e.g. policy guidance, or program guidance) to internal personnel or external to the organization. Oversee technical initiatives, operations / maintenance, or cyber security for information technology within the organization. Establish project goals/priorities, or evaluates results through periodic reviews, briefings, or reports.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret SCI security clearance or access for the duration of employment.
  • A pre-employment and recurring comprehensive background investigation that includes, but is not limited to:

  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management certification within 48 months as of entrance on duty.
  • Occasional temporary duty (TDY) travel is required away from the duty station up to 25%.
  • Short notice travel to world-wide locations, using the fastest mode of transportation available may be required.
  • A one-year supervisory probation period is required unless requirements have previously been met.
  • This is a Critical Acquisition Position (CAP). Acquisition Corps Membership is no longer required for Critical Acquisition Positions (CAP). CAP selectees must execute a 3-year tenure agreement.
  • Commensurate with mission requirements, the incumbent can be required to work irregular duty hours to include working nights, weekends, and holidays.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).

Basic Requirement for SUPERVISORY INFORMATION TECHNOLOGY SPECIALIST (SYSADMIN): Specialized and Other Experience: To qualify for this position, your resume must describe at least one year of specialized experience equivalent to the next lower grade level (DE-03 or GS-13) or equivalent pay band in the Federal service which includes: (1) Manage technical programs involving life cycle software acquisition in the areas of Command, Control and Communications - Tactical (C3T); Intelligence, Electronic Warfare and Sensors (IEWS); Enterprise Information Systems (EIS); or Application/Software Services. 2) Plan technical/business operational programs/requirements in the areas of information technology, human resources or financial; AND 3) Manage/plan the technical or administrative work of others. This definition of specialized experience is typical of work performed at the next lower pay band/grade level position in the federal service (DE-03/GS-13).The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
