The United States Space Force is a military service that organizes, trains, and equips space force in order to protect U. S. and allied interests in space and to provide space capabilities to the joint force. USSF responsibilities include developing Guardians, acquiring military space systems, maturing the military doctrine for space power, and organizing space forces.

Duties

DUTY 1 (Critical): Provides strategic and technical guidance as well as seasoned consultative management advisory services throughout the STARCOM portfolio on the effective use of manpower programs to support goals and objectives and produce results that accomplish the USSF mission. Deals extensively with Delta, headquarters managers, HQ USSF, Field Operating Agencies, Air Force Manpower Analysis Agency (AFMAA), USSF Field Commands, etc. essential for executing the USSF's programs. Represents the Division at higher levels within the organization and at conferences with HQ USSF, HQ USAF, DOD, and other agencies. Meetings and conferences in many cases are to resolve workforce design matters and to ensure concerted action by involved parties. Establishes, develops, and maintains effective working relationships with other coordinating organizations. Delivers presentations on program status, accomplishments, problems, requirements for support, and promotion of program objectives to senior military officers and civilians in other program offices of the organization, with Space Force/Service, and with executives of corporations holding contracts with the Service. Researches and determines or recommends appropriate actions or interpretation of issues that impact organization and/or Service. Position involves 51% or more of time in direct support of acquisition positions. DUTY 2 (Critical): Formulates program goals, plans, policies, and procedures and work plans dealing with the development and operation of Field Command-wide workforce design functions and activities; Reviews and structures organization to optimize use of resources and maximize efficiency and effectiveness of the organization. Establishes metric and analysis systems for branches managed to assess efficiency, effectiveness, and compliance with regulatory procedures. Establishes review systems for the organization that make certain government needs are met and validated and that economy and quality of operations are maintained or improved. DUTY 3 (Critical): Develops and implements workforce design and planning systems and tools for STARCOM-wide use as well as for individual units; systems consist of, but are not limited to, defining mission requirements, analysis of requirements compared to inventory, determining most accurate and efficient force mix for mission accomplishment, identification of future mission requirements and planning factors for targeted talent development; identifies areas for automation and/or artificial intelligence. Partners with S8 personnel to ensure the POM requirements include the appropriate level of manpower needs to support the STARCOM mission and are submitted in a timely manner. DUTY 4 (Critical): Advisor to manage and process any HQ STARCOM Enterprise-wide Organizational Change Requests (OCRs), to include validating the request from subordinate organizations, reviewing and processing the OCR Package to completion. Additionally, any special orders or Personnel Accounting Symbol (PAS) codes that need to be generated are included in the process.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Incumbent may be required to work overtime on an unscheduled or emergency basis
  • Employee may be required to to travel by military or commercial aircraft in the performance of TDY assignments
  • Employee required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.

Qualifications

Please scroll down to the 3rd section titled Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade NH-02/GS-11, or equivalent in other pay systems. Examples of specialized experience includes experience coordinating, managing, and evaluating organizations for workforce planning, performing analytics to determine future requirements, and formulating policies for development of workforce design. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of manpower resource management principles and techniques as they relate to base realignment and/or closure, contracting out, and in sourcing studies. 2. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Space Force organizations to provide command level staff guidance and/or conduct studies to determine manning and skill levels to staff organizations at subordinate installations. 3. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 4. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. 5. Ability to communicate both orally and in writing and to establish and maintain effective and positive working relationships.??????? PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
