This position is in the Benefit Evidence and Evaluation Strategy (BEES) team within Office of Strategic Support and Initiatives (OSSI), Office of the Under Secretary for Benefits (OUSB), Veterans Benefits Administration (VBA) as a Management Analyst. BEES leads VBA's evidence and evaluation strategy portfolio, integration project team support, data-driven analyses, and collaboration with evidence partners including the Veterans Health Administration and Office of Management.
Duties
Perform final reviews of all correspondence and/or deliverables prepared to assure conformance with Federal agency policies, proper format, and style and to ensure continuity and responsiveness to inquiries.
Overseeing, directing, and managing the evaluation efforts of others, including other Federal staff and/or external, third-party contractors
Develop detailed plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of the programs/projects consistent with OMB guidance
Support Senior Leadership in fulfillment of their responsibilities under the Foundations for Evidence-Based Policymaking Act of 2018 to include planning and evaluation activities to include strategic, long-range, short, or multi-year plans
Analyze and evaluate on a quantitative and/or qualitative basis, the effectiveness of programs or operations in meeting established goals, measures, and objectives.
Participate in meetings with internal and external stakeholders with the Evaluation Officer or as a representative of the Evaluation Officer to determine program status
Provide program management support to the EO, and their designee(s) regarding all deliverables, assignments, projects, and efforts.
Make recommendations to improve performance in major administrative operations to include program management, milestones, and outcomes for Veterans.
Provides management with reports on program evaluations, learning agendas, standing capacity assessments and evidence-based practices, evaluates information, recommendations and budgetary proposals
Create data files in statistical software, data entry, and execution of relevant statistical functions, execution of statistical analyses and interpretation and analysis of data
Use varied state-of-the-art qualitative and mixed methods combined with the use of statistical software, including for example R, Stata, and Python.
Conduct quantitative and qualitative analyses and interprets findings resulting from studies that are independently developed.

Specialized Experience:
GS-13: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-12) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as: (1) Support administration and/or agency Senior Leadership in fulfillment of their responsibilities under the Foundations for Evidence-Based Policymaking Act of 2018 to include planning and evaluation activities to include strategic, long-range, short or multi-year plans that are the products of subordinate organizational projects/programs (2) Development of dashboards and/or reporting platforms highlighting program objectives and units of measure for determining when objectives have been met through analysis of legislative requirements, existing resources, and competing interests; (3) Execute studies and/or evaluations through various execution methodologies based on cost, schedule, scope and schedule through multiple vehicle; AND(4) Creation and maintenance of data files in statistical software, data entry, and execution of relevant statistical functions, execution of statistical analyses and interpretation and analysis of data using statistical software, including for example R, Stata and Python.
