This position is in the Headquarters Office of Civil Rights of the Federal Highway Administration (FHWA). The employee serves as the subject matter expert for administering the Agency’s Anti-Harassment Program. The employee develops policies, procedures, and programs for the effective implementation of the Anti-Harassment program. The employee develops, presents and/or coordinates the Agency’s Prevention of Harassment training.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
Experience developing, implementing or evaluating Title VII policies and regulations to prevent harassment in the workplace.
To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
Experience developing, implementing or evaluating Title VII policies and regulations to prevent harassment in the workplace; AND
Experience with the administrative inquiry process for Title VII legislation, regulations, and policy.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Program Management involves the administering of the internal civil rights program of Anti-Harassment to ensure the program meets US DOT policy and the FHWA’s processes and procedures. It entails delivery of Prevention of Harassment training
Technical Guidance and implementation involves providing support to FHWA employees and managers on the roles/responsibilities of the Anti-Harassment program.
Communication involves coordinating with FHWA employees and managers on the processing of the Anti-Harassment program.
Other involves coordinating and supporting Departmental and FHWA priorities related to internal civil rights.
