You will serve as a RESOURCE SPECIALIST in the FEDERAL FIRE DEPARTMENT-SAN DIEGO (FFDSD) of NB SAN DIEGO.

Duties

You will analyze reports to identify shortfalls in resources, funding, or manpower. You will identify sources (e.g., mandatory source, solicit vendors from open market, or similar sources) to determine method of procurement. You will maintain files and records to keep documents organized according to the organization's polices or procedures. You will execute government purchase card requests. You will safeguard and maintain government purchase card records. You will attend meetings and prepare minutes for review. You will coordinate and collaborate with Federal Fire Department-San Diego (FFDSD) Chief and Company Officers, Commander Navy Region Southwest (CNRSW), and other applicable civilian and military personnel.

Requirements

  • Must be determined suitable for federal employment.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Must be able to obtain and maintain a Secret security clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Selectee must obtain and maintain a current valid United States driver’s license.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a bargaining unit position.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • This position may require Overtime, Shift Work, Weekend, Holiday, and/or Rotating Shifts.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing contracts for equipment, commodities, and services; 2) Demonstrating a basic understanding of government purchase card (GPC) processes and procedures; 3) Monitoring expenditures and uses cost-benefit thinking to set priorities; 4) Assisting management with goal preparation and performance measures; 5) Ensuring documentation for contract and/or procurement comply with regulations; 6) Preparing reports and correspondence assisting management with personnel, data and recommendations for organizational efficiency. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Have successfully completed a master's or equivalent graduate degree.
OR
Have successfully completed two full years of progressively higher graduate level education leading to a master's degree.
OR
Have obtained an LL.B. or J.D. that is related to the position being filled.
OR
Have a combination of experience and education that equates to one year of experience. Percentage of education plus percentage of experience must equal 100%.
