The Chief, Social Work Service (C-SWS) is the highest professional level social work position at the Aleda E. Lutz VA Medical Center with full responsibility for managing and supervising all aspects of Social Work Service (SWS) operations, the professional practice of all social workers at the Saginaw VA, and for the provision of all social work services within the Saginaw VA. The SWS is organized as a centralized social work department, administratively reporting to the Chief of Staff (COS).

Duties include but are not limited to:
Directs (and has full responsibility for) all SWS activities including budget and fiscal management, human resource management, strategic planning, and program management and evaluation.
Serves as the social work liaison and consultant to VHA Central Office, VISN, the Saginaw VA and other VA facilities, Veterans Benefits Administration, other government agencies, and/or the community as appropriate.
Establishes and maintains or ensures the establishment and maintenance of an effective reporting system.
Makes independent professional decisions and recommendations affecting
the basic content and character of the operations of social work programs.
Performs such activities as internal reviews, data collection, reviewing and analyzing reports, reviewing program contracts, and evaluating staff performance.
Briefs management orally and/or in writing on a regular basis concerning matters related to SWS, to provide information required to make effective decisions for program planning.
Ensures that regular scheduled SWS staff meetings are convened and where necessary include a review and evaluation of the quality monitoring activities within the Service.
Makes recommendations to the COS and ACOS- MH, and other facility leaders for positions necessary to ensure the smooth running of professional clinical services and ensures oversight of newly hired social workers.
Establishes and or maintains position descriptions/functional statements for facility Social Work positions to ensure the existence of accurate, detailed descriptions of all duties performed by staff.
Defines and develops a scope of practice for social workers.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j.
Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to the CSWE website (https://www.cswe.org/Accreditation.aspx) to verify if that social work degree meets the accreditation standards for a master of social work.
Licensure: Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.
GS-14:
Experience/Education.
One year of experience equivalent to the GS-13 grade level. The chief social work service must evidence possession of supervisory and management skills. Experience must demonstrate possession of advanced practice skills in administration, demonstrating progressively more professional competency skills and judgment. May have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification. The chief social worker must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
Skill in providing the full range of supervisory duties across multiple service divisions/sections, which would include responsibility for assignment of work to be performed, performance evaluation, selection of staff, and recommendations of awards, advancements, and when appropriate, disciplinary actions.
Skill in applying legal, ethical, and professional standards to social work practice.
Skill in developing, maintaining, and managing social work services in multiple divisions/sections.
Ability to ensure compliance with social work practice, policy, and accreditation standards across the continuum of health care.
Skill in providing consultation to facility leadership, managers, and other staff on social work qualification standards, practice, competency, productivity, and continuing education requirements.
Skill in administrative oversight to ensure compliance with social work licensure requirements.

Physical Requirements: The position is primarily active, with considerable walking, bending, stair climbing, stooping, and lifting (25lbs or less) as required. The position requires the C-CSW to work in a variety of settings including outpatient clinics, inpatient units, and community settings, and at times may require walking on uneven surfaces. This position requires the ability to read printed material and distinguish colors, such as reading computer screens; the ability to accurately perceive depth to move around workspace safely; to appropriately contact Veterans and staff; and the ability to meet visual requirements to operate a motor vehicle. A driver's license and driving ability is necessary as driving requirements can 2-200 miles per week. Duties may also require assisting physically disabled veterans.
