The Mental Health Social Worker Program Manager is the highest professional level Mental Health Social Work position in the Mental Health Service at the Aleda E. Lutz VA Medical Center with full responsibility for managing and supervising all aspects of the Mental Health Social Work operations. The Mental Health Social Worker Program Manager has full responsibility for ensuring the provision of complex Mental Health Social Work services requiring advanced skill and experience.

The Mental Health Social Work Program Manager reports directly to the Associate Chief of Staff for Mental Health. Duties include, but are not limited to; Independently directs (and has full responsibility for) all Mental Health Social Work activities including budget and fiscal management, human resource management and supervision, staffing, work assignments, strategic planning, program management and evaluation, program criteria, day-to-day operations, all reporting requirements, clinical practice, education, patient/customer satisfaction, quality, efficiency, effective resource management and organizational stewardship for all sections and programs of the Mental Health Social Work service. Responsible for developing and monitoring staff compliance with practice, standards, and guidelines. Serves as the Mental Health Social Work liaison and consultant to VHA Central Office, VISN, the Saginaw VA and other VA facilities, Veterans Benefits Administration, other government agencies, and/or the community as appropriate. Establishes and maintains or ensures the establishment and maintenance of an effective reporting system that ensures the timely and complete response to and submission of recurring and non-recurring periodic and locally required reports, plans, action items, Congressional, and other correspondence to the Associate Chief of Staff for Mental Health (ACOS/MH) and/or to the appropriate internal review team. Provides analysis and evaluation of program and computerized programs to identify system-wide trends and needs to enhance the quality of service. Makes independent professional decisions and recommendations affecting the basic content and character of the operations of Mental Health Social Work programs. Makes recommendations to the Associate Chief of Staff for Mental Health (ACOS/MH), and other facility leaders for positions necessary to ensure the smooth running of professional clinical services and ensures oversight of newly hired Mental Health Social Workers. Makes recommendations for the recruitment and selection for supervisory and non-supervisory positions of staff by reviewing applications, may interview or delegate interviewing of applicants, and selects or concurs in the selection of the best qualified staff available to fill Social Work vacancies. Appraises performance of Social Work subordinates and/or reviews performance appraisals made by subordinate supervisors, to determine the level of performance for each Social Worker employee. Reviews and/or concurs in disciplinary actions, other appropriate actions, and/or recommendations from subordinate supervisors concerning Social Worker employees, and counsels' employees regarding poor performance or other unsatisfactory situations. Other duties as assigned. Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66. Qualifications

Basic Requirements: United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Have a Master's Degree in Social Work from a School of Social Work fully accredited by the Council on Social Work Education (CSWE). Graduates of Schools of Social Work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A Doctoral Degree in Social Work may not be substituted for the Master's Degree in Social Work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a Masters of Social Work. Licensure. Persons hired or reassigned to Social Worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice Social Work at the Master's Degree level. Grandfathering Provision. All persons employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure or certification that are part of the basic requirements of the occupation. English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Grade Determinations. In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. GS-14 Social Worker (Program Manager) Experience and Education. One year of experience equivalent to the GS- 13 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Individual may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as Social Worker Program Coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs. Skill in large scale program coordination and administration across multiple sites, which includes consultation, negotiation, and monitoring. Ability to translate management goals and objectives into well-coordinated and controlled work operations. Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program. Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. Ability to provide the full range of supervisory duties which would include responsibility for assignment of work to be performed; performance evaluations; selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. Skill in developing policies, procedures, and/or practice guidelines for the program and in participating in national program development. Ability to collaborate with internal VHA partners, locally and on a national level, as well as external community partners to further program goals and enhance patient centered care. Physical Requirements: The position is primarily active, with considerable walking, bending, stair climbing, stooping, and lifting (25lbs or less) as required. The position requires work in a variety of settings including outpatient clinics, inpatient units, and community settings, and at times may require walking on uneven surfaces. This position requires the ability to read printed material and distinguish colors, such as reading computer screens; the ability to accurately perceive depth to move around workspace safely; to appropriately contact Veterans and staff; and the ability to meet visual requirements to operate a motor vehicle. A driver's license and driving ability is necessary as driving requirements can be up to 200 miles per week. Duties may also require assisting physically disabled Veterans.
