As an integral member of Mental Health Leadership, and in conjunction with various Mental Health Program Administrators, this BHIP Social Work leader plans and organizes operational and patient activities for the service and various mental health programs. The Social Work Program Coordinator manages the administrative and clinical aspects of a major specialty treatment program, or a combination of programs located at one facility or multiple divisions of a facility.

Duties

Duties include but are not limited to: Provides treatment to include psychosocial assessment, and case management services at an advanced practice level. Supervises a group of employees performing work at various GS levels and provides administrative, technical and clinical supervision necessary for accomplishing the work of the unit/service including outreach efforts, CBOC involvement and efforts at other sites within a Health Care System. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Responsible for various fund control points assigned to the program within the assigned areas. Collaborating across VA programs, services, and locations to ensure that the provision of the behavioral health interdisciplinary program mental health programming activities and intervention are implemented per National and VISN guidance. Qualifications

Basic Requirements: United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Grandfathering Provision. All persons employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure or certification that are part of the basic requirements of the occupation. English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Grade Determinations. In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. GS-13 Social Worker (Program Coordinator) Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs. Skill in coordinating and implementing one or more specialty program(s), across the facility. Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. Knowledge of organizational structure and impact on program operations. References: VA HANDBOOK 5005/120 PART II APPENDIX G39The full performance level of this vacancy is GS-13. Physical Requirements: Must be in overall good health, able to sit at a desk working at a computer, engage in light to moderate physical activity including sitting, walking, bending, and carry supplies. The social worker must be able to perform light and sedentary duties with occasionally moderate physical demands, exercise patience, and control emotions with reasonable accommodation if necessary. Position requires walking throughout the clinic or Medical Center, standing for extended periods of time that involves sitting at a computer to interact with Veterans, staff, and interdisciplinary teams. Position will require travel into the community to meet with stakeholders who assist and support VA programs and services as well as to the multiple locations within the Saginaw VA Healthcare System. The position requires close visual acuity to perform activities such as preparing and analyzing data, viewing a computer screen, and periods of extensive.
