Duties
Typical work assignments include:
Implement programs vital to the personnel security program (continuous evaluation, quality assurance, industrial security, reinvestigations, and security awareness).
Formulate and recommend personnel security requirements, processes, and procedures.
Provide authoritative information and assistance to agency officials by advising on personnel security policies and related matters.
The incumbent develops plans for accomplishment of assigned functions to meet priorities, deadlines, and production goals.
As the senior personnel security specialist, responsible for making final determination of work produced by the other specialists; gauges work performed sets standards; directs self-assessments; performs internal reviews; and schedules and tracks implementation milestones to increase efficiency and effectiveness of the Personnel Security Team.
Make recommendations to supervisor on distributing and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization; recommending adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks.
Serve as coach, facilitator, and/or negotiator in coordinating team initiatives and in consensus building activities among team members.
Estimate and report to the team on progress in meeting established milestones and deadlines for completion of assignments, project and tasks, and ensure that all team members are aware of and participate in planning for achievement of team goals and objectives.
Contact or issue written correspondence with individuals, outside entities or other government agencies for additional information.
Represent the organization in personnel security matters.
Consults with investigating and adjudicating components of agencies such as OPM, DHS, FBI, CIA, NSA, etc. to remain up-to-date and proficient in the knowledge of investigative procedures.
Incumbent articulates and communicates to the team the assignments, projects, problems to be solved actionable events, milestones, and/or program issues under review and deadlines and time frames for completion.
The incumbent is required to attend meetings and lead task forces that frequently involve high level briefings and/or review of TS materials.
Qualifications
To be considered minimally qualified for this position, you must demonstrate that you have the required experience for the respective grade level in which you are applying.
You qualify for the GS-13 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-12 grade level (or equivalent) performing the following duties:
Utilizing security concepts, principles, and practices to review, independently analyze and resolve difficult and complex security problems; and
Communicating orally and in writing, clearly, concisely, and accurately to a large range of audiences; and
Developing guidance for applying security policy, procedures, techniques, and methods to a variety of work situations; and
Utilizing automated systems to access, enter, or retrieve confidential employee information (i.e. ISMS, DISS, NP2, CVS, TECS, CVAS, and/or Rap Back)
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
