This position is located in the Bureau of Consular Affairs, Office of the Comptroller, Consular Border Security Program (CA/C/CBSP). Provides transparency and oversight of consular fee spending in support of CA's dual mission to protect the lives and intersts of U.S. citizens abroad and secure U.S. borders.
Duties
Plans and conducts studies for efficiency of operations of Bureau organizations ranging from single units to significant organizational entities of the Bureau, including Offices overseas or otherwise geographically separated organizational entities.
Completes the Departmental process for establishing or revising organizations, including the composition of new and revised functional statements, organization charts, and coding.
Develops a system of recording, tracking, and controlling the allocation of staffing resources within the Bureau.
Attend meetings, briefings and conferences in the capacity of liaison. May serve as a member of ad hoc committees and study groups both internally and externally to DOS.
Requirements
- Incumbent will be subject to random drug testing.
- U.S. Citizenship is required.
- One year probationary period, unless excepted by regulation.
- Must be able to obtain and maintain a Secret security clearance.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience utilizing analytical and evaluative methods and techniques to issues or studies to identify and propose solutions to management problems;
Experience developing, interpreting, and implementing complex legislative, regulatory, and policy guidance;
Experience utilizing the content of new or modified legislation for projected impact upon programs or resources; and
Experience in communicating effectively, both orally and in writing to develop policy, guidance, instructions, and present recommendations to management.
There is no substitute of education for specialized experience for the GS-13 position.
