This Supervisory General Engineer position is located with the Rotary Wing Propulsion & Subsystems Branch of NAVTESTWINGLANT NWCF. The purpose of this position is to support the Division Head, Senior Propulsion & Subsystems Test Engineer, multiple program offices and test teams, and squadrons. Additionally, this position will be responsible for leading and managing between 10 and 25 flight test engineers to accomplish agency mission and assigned program objectives.
Duties
You will function as a technical expert in the area of rotary wing propulsion and subsystems test and evaluation for the Command.
You will review test plans, reports, and correspondence for projects to ensure policy and technical requirements are met.
You will provide technical direction and guidance for the planning, designing, directing, coordinating, conducting, and reporting of test and evaluation work assigned to subordinates.
You attend meetings to maintain cognizance of current and future long-range technologies in the area of technical expertise.
You will provide technical review on all aspects of assigned test programs.
You will maintain and foster working relating relationships with stakeholders to accomplish program requirements.
You will be responsible for staffing assigned teams and projects.
You will oversee the recruiting, training, retention, and career development of assigned subordinates.
You will perform other duties as assigned.

Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13/14) or pay band (NM-4) in the federal service or equivalent experience in the private or public sector as a Supervisory Professional Engineer. Examples of specialized experience include:
1) Applying advanced concepts, principles, and practices of propulsion and mechanical subsystems to serve a technical authority and advise on aspects of aircraft test and evaluation;
2) Demonstrating working knowledge of propulsion systems testing, which includes evaluating engine/airframe and engine/propeller compatibility, installed propulsion system performance and operability, engine and propeller controls, and engine diagnostic/ monitoring systems.
3) Demonstrating working knowledge of subsystems testing, which includes the assessment of the following systems as installed in the aircraft for inter-systems influences/effects: hydraulics, fuel systems, auxiliary power units, gearboxes, environmental control systems, aerial refueling systems, fire detection systems, internal and external cargo systems, ram air turbines, and other integrated mechanical systems.
4) Employing job-related experience and understanding of acquisition and contract policies, rules, and regulations to support assigned aircraft program;
5) Utilizing independent and sound judgment to resolve technical and administrative issues; and
6) Providing technical direction and guidance for the planning, designing, directing, and reporting of aircraft test and evaluation work assigned to subordinates.

Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
