You will serve as the Director, Cost & Schedule Analysis Department in the Engineering and Cyber Warfare Group within the Naval Air Systems Command (NAVAIR). The Director is the Department of the Navy's authoritative, principal spokesperson and technical expert/advisor responsible for all aspects of cost estimates and cost-related analysis for programs under the cognizance of NAVAIR and NAVAIR affiliated Program Executive Offices (PEOs).
Duties
You will consult the NAVAIR Commander, Naval Aviation PEOs and Naval Air Warfare Center (NAWC) Commanders on naval aviation acquisition life cycle cost and matters concerning the historic, current and emerging trends in the aviation industry.
You will be responsible for planning and executing procurement to meet the needs of the Navy's active operating forces and rendering technical advice to higher authorities and other government agencies with respect to military capabilities.
You will verify and validate all Life Cycle cost estimates for major systems acquisition. Monitor industry direct labor, material and overhead costs related to aviation engineering to improve the validity of cost estimates.
You will interpret Federal cost-related policies and provide guidance on their application. Assess Contractor Cost, Schedule Control Systems, review performance reports and communicate issues/concerns to ensure compliance with DoD guidelines.
You will counsel on matters relevant to industrial base, prospective contractor cost proposals, program budget inputs, total ownership costs, program cost and schedule performance and naval aviation portfolio affordability.
You will oversee the development of acquisition cost estimates/planning/programming and budgeting for congressional authorization and appropriation.
You will estimate for input to the Navy Program Objective Memorandum and future year program cost.
You will assist in the decision-making process (planning, programming and budgeting) for the acquisition and delivery of aircrafts and weapons systems to help support sailors and marines achieve mission success.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This position is considered Key. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.

MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.)
1. Knowledge of cost estimating and analysis models, methods, theories and their application. This should have been gained through a bachelor or higher degree or equivalent and supplemented by pertinent experiences in engineering, mathematics, statistics, operations research or related fields.
2. Knowledge of the concepts, principles, practices, and physical and performance characteristics of naval aviation aircraft, weapons systems, and auxiliary equipment and related engineering disciplines (i.e., primarily Aerospace, Electronics, Mechanical, and Industrial).
3. Knowledge of Contractor Cost Management and Reporting Systems and their analysis, and Contract Performance Measurement Systems theories and practices.
4. Knowledge of planning, programming and budgeting processes.

For 0801 Professional Engineering Series:
A. Degree: Engineering. Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by
ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
(I) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; or
(II) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or
(III) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A; or
(IV) Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Successful completion of a degree in operations research; or, A degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
