The primary purpose of this position is to serve as a HR Specialist (Recruitment & Placement in a developmental capacity, performing assignments for Center-level organizations that are designed to further develop applicable analytical and evaluative skills and techniques This is a developmental position.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: GS-07: One year of specialized experience which is experience assisting/supporting in a human resources office, completing and reviewing a variety of human resources forms for relevance and accuracy, applying human resources principles, and practices to advise on and/or resolve non-complex, non-controversial, well-precedent factual, procedural, and/or recurring issues. This definition of specialized experience is typical of work performed at the GS-05 grade/level position or equivalent in the federal service. OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts. OR Bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, education must have been gained in a curriculum that is qualifying for the position to be filled. NOTE: You must submit a copy of official transcripts. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. GS-09: One year of specialized experience which includes experience interpreting and applying Federal human resources recruitment, placement and affirmative employment concepts, principles and regulations commonly used in the recruitment and placement process; advising management officials on various types of appointments and their appropriate application; creating announcements and processing non-competitive actions in an automated system. This definition of specialized experience is typical of work performed at the GS-07 grade/level position or equivalent in the federal service. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts. OR LL.B. or J.D., if related. NOTE: You must submit a copy of official transcripts. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. This definition of specialized experience is typical of work performed at the GS-11 grade/level or equivalent position in the federal service. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • For GS-07/09: Ability to gather and analyze facts and draw conclusions from information.
  • For GS-09: Knowledge of fundamental Federal HR affirmative employment, recruitment, and placement principles, policies, practices, methods, and analytical techniques.
  • For GS-09: Skill in applying basic principles, provisions, laws, regulations, practices, and techniques of staffing and recruitment.
  • For GS-09: Ability to communicate information clearly, orally and in writing.
  • For GS-09/11/12: Knowledge of other HR processes sufficient to relate recruitment and placement issues to them.
  • For GS-11: Skill in applying established principles, provisions, laws, regulations, practices, and techniques of staffing and recruitment.
  • For GS-11: Skill in troubleshooting and resolving the most difficult problems associated with providing comprehensive recruitment and placement advisory services.
  • For GS-11: Ability to gather and analyze facts, draw conclusions from information, and communicate information clearly, orally and in writing.
  • For GS-11: Ability to use automated personnel data system to document, review, correct, amend, and/or approve personnel actions.
  • For GS-11/12: Knowledge of the full range of Federal HR affirmative employment, recruitment, and placement principles, concepts, practices, and analytical techniques.
  • For GS-12: Knowledge of the provisions of a variety of public laws, Executive orders, and Federal regulations regarding recruitment and placement, and affirmative employment.
  • For GS-12: Skill in advising management on controversial or sensitive, complex, and difficult recruitment, placement, and - affirmative employment issues and problems.
  • For GS-12: Ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex recruitment and placement problems.
