About the Position: The position is located in the Army Contracting Command in Orlando, Florida. ACC-Orlando is a $2 billion acquisition agency and a contracting center of excellence focusing on customer satisfaction, innovative and flexible business practices.

Duties

Serves as a technical expert and an advisor to the Branch Chief, Contracting Operations (CONOPS), U.S. Army Contracting Command – Orlando. Supports the CONOPS Branch Chief in tracking, collecting, analyzing, synthesizing, and assimilating acquisition related information/data to produce reports, studies, information papers, and briefings. Supports the CONOPS Branch Chief by monitoring and analyzing ACC-ORL metrics to assist in achieving established goals related to the acquisition and procurement process. Reviews Army Audit Readiness compliance and DA/ACC Metric reporting requirements. Prepares Situation Reports (SITREP), Commander’s Update Briefing charts and Executive Summaries for the CONOPS Branch Chief’s review. Interprets, analyzes, and correlates large amounts of narrative and statistical information and prepares and presents briefings to the CONOPS Branch Chief. Analyzes the impact of contracting operations support reports and other information received and provides situational awareness and recommendations to the CONOPS Branch Chief sufficient to permit informed decision-making. Develops formal responses for review and approval for a wide variety of diverse tasks, data calls and requests for information on acquisition related topics from both internal and external authorities. Assists the CONOPS Branch Chief in researching and analyzing initiatives designed to improve contract planning, processing and administrative practices. Serves as advisor and consultant to the CONOPS Branch Chief on new and improved management practices for application to established, internal processes. Assesses potential best practices and communicates recommendations to the CONOPS Branch Chief.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
  • This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • Acquisition Back To Basics: This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Contracting Professional-C) certification within 36 months as of entrance on duty.
  • The duties of this position require occasional temporary duty (TDY) travel. Note: Sometimes on short notice to world-wide locations, using the fastest mode of transportation available
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Analyzing compliance of programs relating to command metrics to provide improvement recommendations for acquisition and procurement processes for Contracting Operations. 3). Interpreting policy statements and applying procurement principles and technical/program requirements to ensure the acquisition documentation are reflected and integrated into the resulting contracting and procurement actions; and 4). Delivering briefs to provide procurement recommendations that affect the content, interpretation, or development of the commands acquisition program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11). You will be evaluated on the basis of your level of competency in the following areas: Acquisition StrategyContracting and AcquisitionContracting/ProcurementOral Communication This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
