The incumbent serves as a Program Analyst and provides technical advice and assistance and recommends appropriate courses of action to follow for cases related to areas of responsibility.
Duties
Major Duties & Responsibilities
The Program Analyst duties listed below are at the GS-12 level. Depending on the grade level selected, the incumbent will perform the following duties:
Provides advisory services for the administration on issues related to a wide range of HR activities, and services designed to optimize the efficiency of management planning, mission achievement, and other technical and HR programs provide support to DBR Supervision Operations Manager and human resources liaisons.
Provides confidential advice and guidance to DBR managers on HR strategies, hiring decisions, HR policies, and overall personnel management for the Division. Conducts studies on the workforce and prepares relevant documentation to support a variety of personnel or HR interventions.
Provide support and advice for completing request for DBR ad-hoc reports. Monitors, tracks, and prepares reports, and generate staffing details, as needed.
Incumbent is responsible for working with DBR managers in developing duties for position descriptions. Responsibilities include ensuring, coordination, adequacy and timeliness of required information or questions related to developing a position description.

Qualifications
You may qualify for your desired series and grade level if you meet the following qualification requirements:
MINIMUM QUALIFICATIONS:
Minimum Qualification EL-12: Applicants must have 52 weeks (one-year) of specialized experience equivalent to the next lower grade level as described below.
Experience: I qualify for the EL/GS-12 because I have at least 52 weeks of specialized experience at the EL/GS-11 or equivalent demonstrating work experience with the statements described below. Examples of specialized experience include:
Experience managing a wide array of administrative and management support functions in an office/unit.
Experience identifying, analyzing, and recommending solutions to problems in administrative procedures, programs, and work processes.
Experience assisting an office/unit in achieving the goals and objectives for human resources programs, including topics such as hiring, promotion, awards and recognition programs, workforce demographics, or other similar subject matter.
Experience serving as a liaison between managers and operational subject matter experts, such as human resources specialists.
Time-In-Grade: Current or former Federal government employees who have held an EL/GS position in the preceding 52 weeks, must meet the time-in-grade requirement.
To be eligible for the EL-12 position, applicants must have served 52 weeks as an EL/GS-11 or higher in the Federal Service.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
