This vacancy is for a Management and Program Analyst in the Office of the Secretary within the Department of Commerce. In this position you will provide advice and consultation to agency managers regarding the improvement of organizational and program operations and activities.

Duties

As Management and Program Analyst, you will perform the following duties: Provides appropriate coordination among key participants for long-range planning and development of organizational strategies to meet objectives of an organization. Assesses work that is completed or in progress and outlines issues, solutions and recommendations. Establishes and keeps in contact with other Government agencies, and private organizations to exchange information on management planning goals and other management planning control systems and processes. Initiates and executes complex administrative and management activities. Monitors activities and keeps supervisor informed of developments through conferences and briefing papers. Provides guidance and advice within the organization concerning administrative policies and procedure, management and organizational theories that require considerable adaptation and/or interpretation for application to internal program issues and problems, or where decisions about how to proceed are complicated by conflicting program goals and objectives. Presents findings and recommendations on complex issues or problems of programs and projects. Responds to customer inquiries and works to resolve questions and issues. Consults and coordinates with managers to make assignments, review and discuss operations, special projects, long and short-range plans and other program information. Provides advice on administrative and management policies and program proposals. These duties are described at the GS-13 full performance level. The GS-12 is the developmental level leading to such performance. Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. To qualify at the GS-12 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as: Reviewing and analyzing information to develop plans for meeting program goals and requirements; Planning and conducting management and program analysis and projects; AND Providing advice and guidance regarding the improvement of organizational and program activities and operations. To qualify at the GS-13 level: SPECIALIZED EXPERIENCE: To qualify at the GS-13 grade level, applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience is defined as: Preparing a variety of comprehensive status reports, and briefing papers to identify problems and recommend solutions. Consulting with management to assess organizational situations and provide strategic organizational and developmental plans; AND Evaluating and recommending improvements in program or business operations and policies to achieve short- and long-range goals. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
