About the Position: This position is for the Defense Health Agency, Army Medical Center Madigan, Department of Behavioral Health, located at Tacoma, Washington.

Duties
Plans and conducts a variety of management studies including employee performance, time and motion, cost effectiveness, equipment utilization, and organizational structure.
Perform analysis, including reviewing, editing, and consolidating budget submission.
Programs, maintains, and manages the annual operating budget and resource control ledgers of financial accountability for the service.
Establishes internal controls and performs administrative and management functions.
Monitors and assists the coordination of the Composite Health Care System (CHCS) and other electronic health systems.
Supervises and assigns work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees.
Initiate personnel action ( such as recruit-fill actions, separation actions, incentives, etc.) for assigned clinics.
Requirements
- Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.
- Position has been designated Mission Essential in the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations
- This position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- This position is subject to screening and update of required immunizations unless exempted for medical or administrative reasons in accordance with Army Regulation 40-562, Chapters 3 and 4.
- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: providing administrative support to management and conducting studies in one or more of the following areas: budget, equipment utilization, personnel, or resource management as it relates to organizational efficiency and support of financial data; utilizing various electronic databases and electronic such as healthcare systems to analyze data and recommend procedural modifications. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph. D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as:hospital administration, public health administration, Human Resources, or related fields such as business or public administration with course work in health care administration.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
