You will serve as the Program Analyst (Informatics) with the Health Informatics and Information Management Service Line at VA Puget Sound Health Care System in Seattle, Washington.

Duties

Participate in the Veterans Health Administration Webmaster group monthly to keep abreast of changes related to national policies or systems architecture that may affect local web development. Establish local policy, standards, and procedures regarding electronic display, dissemination, and preparation of information through appropriate auditing of program compliance. Keep current on new technologies, procedures, policies, directives, or other guidelines to provide guidance to leadership, Service Line liaisons, and customers. Provide organizational oversight of web product development and web or share-point project management for the healthcare system. Develop of a variety of user interfaces for use in online training, including Employee and Patient Education, surveys, and collection and dissemination of other information. Assess methods with respect to their suitability for: (a) communicating the Agency's programs; (b) leveraging efficient use of Agency materials; (c) potential costs and benefits; (d) adaptability to Agency requirements; and (e) complying with HIPPA and all other applicable Federal laws and regulations. Coordinate web product development plans and schedules and advise Agency staff on product planning, development, design, and implementation. Maintain oversight of the development, design, and implementation of the annual and long-range plans to realize the web and electronic product development components of the Agency's strategic goals for information technology, communication, and customer service, and provides project management and leadership for activities that are part of these plans. Advocate for web and SharePoint product development and web and SharePoint project management techniques and best practices related to the creation, maintenance, use, storage, and disposition of Web and SharePoint records. Develop partnership relationships with other Federal agencies, universities, task forces, and other groups and organizations on issues related to the development, operation, and management of web and electronic information dissemination programs. Perform other duties as assigned. Work Schedule: Monday- Friday, 8:00 am to 4:30 pm PDT. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 07/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 level or pay band in the Federal service or equivalent experience in the private or public sector conducting studies for assessing information dissemination systems to determine research directions, customer needs, system usage, new system implementations, project funding, or advances in technology for developing methods or procedures for use in web information delivery and the integration of related dissemination systems. Examples of specialized experience may include and is not limited to: Assessing methods for: (a) communicating the Agency's programs; (b) leveraging efficient use of Agency materials; (c) potential costs and benefits; (d) adaptability to Agency requirements; and (e) complying with HIPPA and all other applicable Federal laws and regulations; Providing oversight of the development, design, and implementation of the annual and long-range plans to realize the web and electronic product development components of the Agency's strategic goals for information technology, communication, and customer service; Conducting analysis in an area where approaches, customer needs, and technology change at a rapid pace and implementation of improvements can cause extensive changes in Agency practices and procedures; establishing local policy, standards, and procedures regarding electronic display, dissemination, and preparation of information through appropriate auditing of program compliance; providing organizational oversight of web product development and web or share-point project management for the healthcare system; developing partnership relationships with other Federal agencies, universities, task forces, and other groups and organizations on issues related to the development, operation, and management of web and electronic information dissemination programs. OR, EDUCATION (TRANSCRIPTS REQUIRED): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR I have a LL.M. (NOTE: Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work. Preferred Graduate education would include computer science, information science, information systems management, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and progressively higher-level graduate education that is equal to at least 100 percent for this grade level. Only graduate education more than the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. For example: The position to be filled is a Music Specialist, GS-1051-11. An applicant has 9 months of specialized experience equivalent to GS-9 and 2 1/2 years of creditable graduate level education in music. The applicant meets 75 percent of the required experience and 50 percent of the required education, i.e., the applicant has 1/2 year of graduate study beyond that required for GS-9. Therefore, the applicant exceeds the total requirement and is qualified for the position. (The applicant's first 2 years of graduate study are not qualifying for GS-11.) You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily of a sedentary nature. Typically, the employee sits comfortably to do the work. May involve walking to various parts of the healthcare system and travel to satellite clinics; standing; bending; carrying of light items such as papers, books, light office equipment and materials; or driving an automobile, etc. between the Seattle and American Lake divisions. No special physical demands are required to perform the work. Work Conditions: Work is performed in a typical office setting with occasional visits to areas within the service as well as throughout the healthcare system. Work area is adequately lighted, heated and climate controlled. The normal risks and discomforts typical of an office and clerical work area are included. There are no unusual risks or safety hazards associated with this position. Typically, the work is hazard-free, not requiring any special equipment or clothing.
