Qualifications
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as developing, analyzing, or improving the effectiveness of, new and existing work methods and/or procedures, organizational development, human capital utilization, coordinating work, delegations of authority, management controls, information and/or documentation systems. Experience directing and overseeing special projects or studies of cross-regional, cross-agency, or national significance which are novel, unprecedented, confidential, and/or highly complex in nature.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
1. Skill in applying wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or complex management processes and systems.
2. Ability to use consensus-building strategies to facilitate decision making and consolidate positions.
3. Knowledge of the federal budget process, and EPA’s annual and strategic budgetary and planning processes including the sequence and timing of key program events and milestones.
4. Ability to make decisions or recommendations significantly changing, interpreting, or expanding agency/national policies or programs.
5. Skill in oral communication in order to formulate and present arguments and advisory opinions, elicit cooperation and constructive responses.
6. Skill in written communication.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
