This position is located in the Headquarters (HQ); Defense Commissary Agency (DECA), Change and Strategic Management Office. The primary purpose of this position is to Serve as a Planning and Process Improvement Specialist. Providing project leadership and technical support in the development and maintenance of a methodical approach to increasing quality and performance.

Duties

Anticipate points of resistance, develops plans to mitigate or address the concerns, and uses communication skills to facilitate understanding and bring about acceptance. Serve as a process improvement project team leader responsible for the implementation of projects throughout the Agency using Lean Six Sigma (L6S) and change management principles, methodology and tools. Assist in the development and implementation of the Agency's Long Range Plan and the Strategic Plan, and their inclusion in all aspects of functional programs and operations. Develops pilot programs and determines the feasibility of new concepts for agency operations. Performs complex business studies with a long-range advance planning frame of reference and develops appropriate cost utilization efficiency models and prototypes. This position offers promotion potential to a higher grade. To prepare you for the higher grade, work assignments will be progressively more complex. After meeting all qualifications and requirements for the next grade level and with your supervisor's recommendation, you may be promoted without further competition. Qualifications

You must meet the Office of Personnel Management (OPM) qualifications for series 1101 and additional requirements by the announcement closing date. You can use experience, education, superior academic achievement, or a combination of experience and education to qualify. When using education to meet qualifications you must submit transcripts. To qualify for the GS-9 position your resume and supporting documents must show that you possess one year of specialized experience equivalent to at least the GS-7 grade level or equivalent to at least GS-7 under other Federal service pay systems, private sector, or military. OR A Master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree with major study in business administration, public administration, agricultural economics (food industry management), or other fields related to the position OR A combination of experience and education that equals 100% of the qualification requirements. Examples of qualifying specialized experience for the GS-9 include: Providing assistance to higher graded personnel in support of the development and maintenance of a methodical approach to increasing quality and performance. Monitoring changes and developments in commercial grocery store to ensure DeCA maintains a competitive posture. Providing quantitative analysis to support projects and results. To qualify for the GS-11 position your resume and supporting documents must show that you possess one year of specialized experience equivalent to at least the GS-9 grade level or equivalent to at least GS-9 under other Federal service pay systems, private sector, or military. OR 3 full academic years of progressively higher level graduate education OR Ph.D or equivalent doctoral degree. Examples of qualifying specialized experience for the GS-11 include: Performing difficult and highly technical assignments involving strategic planning and business process optimization. Conducting research to determine the impact of new technology and industry practices on DeCA's business operations. Assisting in the planning and implementation of a Long Range Plan and a Strategic Plan. Developing appropriate measurement key indicators to assess organizational effectiveness. To qualify for the GS-12 your resume must clearly show that you have one year of specialized experience equivalent to the GS-11. Examples of qualifying specialized experience for the GS-11 include: Designing reliable instruments and metrics for measuring program effectiveness and for assessing long-term trends in various important areas. Facilitating change management within and external to an organization and leading subject-matter-experts to increase customer satisfaction levels and business productivity.. Leading L6S projects and effectively coordinates these projects with the project sponsor and other improvement project teams. Developing viable change management strategies based on situational awareness of the details of the pending change and the groups being impacted by the change. Applying L6S problem-solving and analytical skills to assigned projects that directly support a Strategic Plan, vision, and the customer. You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Additional Requirements that must be met by the closing date: Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA.
