You will serve as a Program Analyst in the Tactical Data Links, Combat Identification & C-5ISRT Capabilities Branch (N2/N6W3) of the Crypto-Electronic and Cyber Warfare Division of IMMEDIATE OFC OF CHIEF OF NVL OPS.
Duties
You will develop courses of action and cost/benefit analyses, and provide recommendations to senior leadership for decision.
You will engage in all aspects of the PPBE cycle, as necessary, to inform investments in current and future tactical networking solutions to meet warfighter needs.
You will communicate complex technical and programmatic issues clearly and effectively orally and in writing.
You will align warfighting requirements and technical solutions across the Services and the Intelligence Community to maximize warfighting effectiveness, cost efficiency, and interoperability.
You will provide knowledge of current and planned Navy tactical combat identification systems, information architectures, and their relationship to maritime operations and naval missions, especially Integrated Air and Missile Defense (IAMD).
You will familiarize with combat identification programs and the technical aspects of identify friend/foe (IFF) systems.
You will independently plan, design, and carry out programs, projects, studies, and other work.

Qualifications
Your resume must demonstrate at least one year of specialized experience performing work equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector providing assessment, development and validation, program management, and capability planning of combat identification (CID) requirements, systems, concepts and capability gaps across the full range of military combat missions. Specialized experience must demonstrate performing duties such as the following:
Specialized experience must demonstrate performing duties such as the following: 1) Utilizing the Planning, Programming, Budgeting, and Execution (PPBE) process to perform resource sponsorship tasks for assigned programs; 2) Maintaining knowledge of current and future Joint capabilities, limitations of existing systems, and providing recommended solutions to fill known capability gaps; 3) Developing courses of action and cost/benefit analyses, and providing recommendations to senior leadership for decision; 4) Presenting executive-level status reports and briefings to defend, negotiate, and obtain resolution and approval for desired program initiatives; 5) Communicating complex technical and programmatic issues clearly and effectively orally and in writing; 6) Interfacing with Navy and DON stakeholders to advocate and communicate DCNO (Information Warfare) enterprise initiatives, decisions, and directions and ensuring current and future tactical networking requirements are known and understood.
