You will serve as a FINANCIAL MANAGEMENT ANALYST in the NAVY PAY and PERSONNEL SUPPORT CENTER of NAVY PAY AND PERSONNEL SUPPORT CENTER.
Duties
You will serve as a direct liaison to FIAR team members and key stakeholders to provide audit support through each phase of the client's financial statement audit.
You will track and reconcile statuses of all auditor Provided by Client (PBC) requests, testing samples/follow-up questions/exceptions, Notice of Findings and Recommendations (NFRs) and Corrective Action Plans (CAPs).
You will conduct quality assurance reviews of audit samples to include obligations, expenses, and liquidation across multiple business process areas.
You will support the financial improvement process documentation effort consisting of, but not limited to, desk procedures, process maps, internal controls, system deficiencies, gap analysis, and remedial solutions.
You will assist in the assessment of risks and tests controls measuring the efficiency and effectiveness of field FIAR operations, evaluates supporting documentation, and identifies weaknesses and deficiencies.

- You will be required to obtain and maintain a current valid United States driver’s license.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Some assignments require physical ability to drive off-site.
- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing metrics report in support of the Financial Improvement and Audit Readiness (FIAR) operations; 2) Advising personnel on FIAR operations; 3) Developing remedial solutions to achieve auditability; and 4) Collecting supporting documentation for audit and internal control related testing. NOTE: All experience must be demonstrated in your resume to be considered for the position.

Education
Applicants that do not meet the specialized experience as described above may qualify with education or a combination of experience and education, as follows:
Completed Master's or equivalent graduate degree
OR
Have successfully completed two full years of progressively higher level graduate education leading to a Master's Degree
OR
Have obtained an LL.B. or J.D. that is related to the position being filled

Have a combination of experience and graduate education as described above that equates to one year of experience.
