The primary purpose of this position is to: Serve as Team Lead/Project Manager and senior analyst to conduct comprehensive manpower requirements, process improvement, and organizational analysis/studies of a wide diversity of organizations, functions, and work processes.
Duties
Leads a manpower management engineering team, as a project manager, to conduct manpower requirement determinant and process improvement projects/studies utilizing approved management engineering and process improvement practices. Lead/supports efforts on selected projects to develop agency and Air Force positions and plans.
Project leader/manager responsible to manage, direct, coordinate, oversee, and report complex projects; defines scope, priority, and staff; provides technical direction in project management. Team building, facilitation, process improvement analysis, and methodology/tool required to develop, substantiate, and defend result. Serves as a subject matter expert for execution of Air Force projects to include, Air Force Process Improvement (PI) and Continuous Process Improvement (CPI) projects for Office of the Under Secretary of the Air Force; Director, Business Transformation and Deputy Chief Management Officer (SAF/MG) and the Director of Manpower, Organization, and Resources (AF/A1M).
Conducts management consultant studies of Air Force-wide organizations with interrelated work processes and functions and accurately advises on proposed solutions to improve processes, realign functions, maximize resource utilization, and resolve substantive issues of wide scope. Reviews, analyzes and evaluates organization structures and missions by interpreting data, process flow, organization concepts, and line/staff relationships.
Analyzes automated data management systems and their methodologies to satisfy the needs of the manpower requirements determinant development. Analyzes Air Force-wide automated related tracking systems to determine the need and viability to establish a formal product count system for a customer, and procures Air Force functional manager and senior leadership's approval to establish and implement the formal reporting system.

- Work requires travel away from normal duty station on military or commercial aircraft and may exceed 30% of the incumbent’s workload.
- Certification as a CPI/LSS Black Belt or ability to obtain certification within twelve months is desired.
- Certification as a Project Management Professional (PMP) is desired.
Qualifications
In order to qualify, you must meet the specializedexperience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying technical knowledge and experience using analytical and evaluative methods and techniques to conduct studies of issues concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support organizations and must possess knowledge of pertinent laws, regulations, policies, and precedents as well as budget, budget priorities, impact priorities, and related support resources which affect the manpower program and the functions under study to include applying the technical capabilities of systems programs, and software to recommend which will meet requirements for some types of manpower studies.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Extensive technical knowledge of management engineering principles, concepts, methodologies, guidance, and organization principles to independently perform, evaluate, and direct management engineering teams performing difficult and unique requirements determination studies; identify and resolve complex issues; and make informed recommendations and decisions relating to those efforts.
Demonstrated ability to use technical expertise in management engineering measurement tools, analytical and evaluative techniques to determine team effectiveness and mentor others on how to identify and resolve difficult issues concerning efficiency and effectiveness of program operations, and to devise appropriate organizational structuring options for complex, divers organizations.
Skill conducting effective interviews and workshops with employees, supervisors, and management officials at all levels to evaluate effectiveness and mentor junior analyst, and to define, challenge, gain consensus, and obtain senior leadership approval on information and reports about organizational missions, functions, work and requirements.
Ability to use computer systems to perform highly complex data analysis and produce detailed reports applicable to a management engineering studies, data manipulation and extraction techniques; and demonstrated skill locating and accessing information with a personal computer and software programs.
Expert Ability to gather, assemble, and analyze facts, and determine the correct toll to apply to difficult study scenarios; draw sound conclusions to ensure management engineering program standards are achieved; devise solutions to highly technical management engineering problems; identify changes and trends; and prepare, present, and defend complex and sometimes controversial advise, briefings and reports.
Proven ability to independently carry out and complete management engineering assignments, and mentor, influence, and gain cooperation from others through technical competence, tact, courtesy, and diplomacy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
