About the Position: This position is at Brooke Army Medical Center at Fort Sam Houston, Texas. A recruitment or relocation incentive may be authorized. Salary negotiation may be available for those candidates who are new to Federal service. Telework may be authorized on a situational basis.

Duties

Develop and manage plans for the implementation of mitigation, preparation, response and recovery measures that enhance safety, protect life, health and the environment. Apply emergency management knowledge and experience to engage as an active participant in emergency management working groups. Conduct systematic assessment of emergency management programs against prescribed standards, higher and headquarters requirements. Develop and execute appropriate emergency management training and exercises. Identify, coordinate, and plan for the utilization of resources (e.g., personnel, facilities, equipment, and supplies) as they apply to preparing, responding, mitigating, and recovering from emergencies.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • This position may include shift work (evenings, weekends, holidays).

Basic Requirement for Emergency Management Specialist: Specialized Experience: One year of specialized experience interpreting policies/regulatory guidelines applying to emergency management, utilizing emergency management databases for emergency services protocols, assisting in planning and/or conducting emergency preparedness education, training, exercises, or drills. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Emergency Management or relevant fields of study. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: CommunicationsCompliance Inspection and Program ManagementPlanning and EvaluatingSafety and Health Training and Education Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
