About the Position: Serves as the U.S. Army North (ARNORTH) Operations Emergency Management Specialist
in the Current Operations Division, Land Operations Branch responsible for representing ARNORTH G-3/7, located at Fort Sam Houston, Texas.
Duties
Supports on-going current operations and exercise planning.
Develops, coordinates, and implements all matters of operations, policy, exercises and strategy.
Accomplishes and directs unspecified and unstructured mission tasking?s assigned to the ARNORTH G-3/7.
Plans and Coordinates Homeland Defense events and Defense Support of Civil Authorities (DSCA).
Assists in coordinating ARNORTH's response to emergency situations.
Plans, coordinates, and executes ARNORTH Current Operations Joint Operations Center (JOC) participation in Army and Joint Service Exercises.
Monitors the international, national, and local military and political situation.
Ensures continuity and consistency in the development of supporting contingency plans, training, and operational procedures for the Defense Support of Civil Authorities (DSCA).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Will be required to deploy within the NORTHCOM AOR on short notice (under 24 hours) by multiple means of ground, and air transportation.
- Overtime and shift work may be required on short notice to include nights, holidays, and weekends.
- May be required to deploy for USARNORTH in support of FEMA operations.
- Required to be on standby after normal duty hours.
- Will be expected to function in adverse climatic conditions and under intense physical and mental stress.
- Must be capable, upon completion of training, of unassisted donning of mission oriented protective posture (MOPP) mask, clothing and equipment, or equivalent clothing and protective equipment.
- Must be able to wear other personal protective equipment (PPE) or clothing.
- A pre-condition of employment, any and all incumbents of this position must pass a physical examination.
- Participation in the DOD/DA Immunization program to include live vaccinations as required by DOD/DA policy.
- May be required to carry a provided electronic mobile device, and maintain a working telephone at all times.
- May be required to perform over 25% of duties in a temporary duty travel status in connection with homeland security/homeland defense operations, planning or exercises.
- Must be able to obtain and maintain a secret clearance.
- Maintain proficiency and situational awareness in the areas of Homeland Defense and Civil Support, and may be required to continue or complete formal and
informal training.

Specialized Experience: One year of specialized experience which includes performing administrative and analytical duties directly related to defense support of civil authorities in Homeland Defense and Civil Support contingencies, exercises and operations. Research and determine procedures for collection, analysis and evaluation of data pertinent to military, civil plans for support during major disasters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS- 11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
