Duties

Serves as the International Agreements Program (IAP) Manager and Subject Matter Expert (SME) for the DLA Energy IAP within the U.S. Indo-Pacific Command Area of Responsibility. Coordinates International Agreement fuel requests and requirements between the Combatant Commands, Military Service components, U.S. Government agencies, and foreign militaries on issues, requirements, operational capabilities, and readiness. Provides interface between the DLA Energy, Indo-Pacific Integration Office and DLA Energy on all international agreements issues/concerns pertaining to USINDOPACOM Area of Responsibility. Develops budget/cost information and provides budgetary figures for review/approval by the Regional Commanders for the annual DLA Energy Fuel Support Agreement budget submission to DLA Energy FESC and Supply Chain Management for planning purposes. Provides International Agreement support to the DLA Energy, Indo-Pacific Integration Office and DLA Energy Bulk Petroleum Supply Chain Services Director. Assists the lead negotiator for USINDOPACOM, reviewing DoD/DLA policy and regulations for application to DLA Energy International Fuel Agreements and prepares changes/updates to DLA Energy regulations for supervisor for approval. Serves on technical review teams and has responsibility to perform administration on International Agreements to include exchange of letters and amendments. Participates in logistics panels and meetings, representing DLA Energy by providing information/technical briefings at conferences and exercise planning conferences on international fuel support, supplies, and services. Responsibilities include analytical studies of financial/cost information associated with host nation support and proposals.

Qualifications

To qualify for a Logistics Management Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Analyses of requirements, development of support plans, and statements of requirements to plan, prepare, coordinate, process, and report Acquisition and Cross-Servicing Agreement (ACSA) Orders for the provisioning of Fuel Support, Supplies, and Services (FSSS) with a Foreign Military. Developing fact sheets, executive summaries, letters, and point papers provided an agency, senior leadership, the State Department, and DoD organizations. Petroleum storage/fuel facility infrastructure, fuel distribution systems to include receipt and shipment of fuel via truck, pipeline, barge, and ocean-going tanker and quality assurance. Presenting proposals to U.S. and foreign government officials at the Ministry of Defense Colonel and General Officer level for acceptance. Preparing written materials that document the plans and preparation of bilateral international agreements that bind the U.S. Government and the host nation to specific support arrangements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
