This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service authorized by Section 1117, NDAA FY21, Public Law 116-283, and 5 USC, Section 9905.

Duties

Serves as Team Leader in assigning work to employees on the team based on priorities jointly established with the supervisor. Reviews the work of team members for technical quality and provides input to performance evaluations. Advises, counsels and instructs team members on technical work matters or provides on-the-job instruction. Monitors numerous activities and policies that enable digitization, interoperability, systems integration, information assurance, security Certification and Accreditation, and configuration management. Provides the latest information technology services that ensure the reliability, maintainability, interoperability, and configuration integrity for all products and services provided. Responsible for planning and managing a program that provides post deployment software support (PDSS)/post production software support (PPSS). Responsible for providing systems integration, test engineering, and configuration management support for programs that provides post deployment software support (PDSS)/post production software support (PPSS).

Requirements

• This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management certification within 36 months as of entrance on duty.

• This position may require the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret SCI clearance for the duration of employment.

Basic Requirement for LEAD IT SPECIALIST (APPLICATIONS SOFTWARE): Specialized and Other Experience: To qualify for this position, your resume must describe at least one year of specialized experience equivalent to the next lower grade level (DE-02 or GS-11) or equivalent pay band in the Federal service which includes 1) Support efforts in program planning of hardware/software integration or information management systems; 2) Assist in planning the activities, policies or IT infrastructure services; 3) Provide customer support services for systems integration, configuration management, OR information assurance.. This definition of specialized experience is typical of work performed at the next lower pay band/grade level position in the federal service (DE-02/GS-11). Additional Information:

• This position is covered under an alternative personnel system known as the Science and Technology Reinvention Laboratory Management Demonstration Project. The Demonstration replaces GS grade levels with occupational families and pay bands. The salary range of the position being filled will not be decreased with the change to pay bands. This position, Lead DE-03, incorporates GS-12 step 1 through GS-14 step 10 grade and salary levels.
