This position is located Budget Execution Division, Financial Management Directorate, Washington Headquarters Services. The Budget Execution Division is responsible for executing the programs and budgets of the Ot1ice of the Secretary of Defense, Washington Headquarters Services, U.S. Court of Appeals for the Armed Forces, and Defense Legal Services Agency.
Duties
Incumbent typical work assignments may include the following:
- Responsible for executing budgetary resources assigned and providing expert analysis and research on special areas of concern.
- Provides OSD customer base technical guidance and advice on all phases of the Planning, Programming, Budget, and Execution Process (PPBES).
- Processes finding requests in accordance with fiscal law ensuring the validity of transactions for time, purpose, and amount; and as such, provides the organization expert knowledge of the principles of appropriations law, DoD Financial Management Regulations, and DoD financial terminology.
- Monitors and controls the receipt of and/or the submission of budget and accounting reports for allocations and allotments for the Office of the Secretary of Defense and Washington Headquarters Services.
- Contacts subordinate reporting components as needed to obtain explanations of unusual deviation and variations in reported data, particularly expenditures which must be reconciled with Treasury cash at the appropriation level.
- Reviews reports and initiates appropriate corrections to resolve errors and irregularities in reported data.

- DOD Financial Management Certification Level II is a requirement of this position and must be achieved by the incumbent within two years of entrance into this position.
- This position is designated as a Testing Designated Position (TDP) under the civilian drug-testing program.
- This position may require up to (5%) occasional travel away from your normal duty station on military or commercial aircraft.

To be hired at the GS-7 entry grade level, applicants must minimally have: One year of specialized experience equivalent to the GS-05 grade level in the federal service (1) supporting financial management needs of customers; (2) applying knowledge of accounting and reporting systems.
To be hired at the GS-9 entry grade level, applicants must minimally have: One year of specialized experience equivalent to the GS-07 grade level in the federal service (1) financial management concepts, principles, practices, laws and regulations; (2) supporting customer financial management needs; and (3) effectively communicating with customers.???????
To be hired at the GS-11 entry grade level, applicants must minimally have: One year of specialized experience equivalent to the GS-09 grade level in the federal service (1) applying knowledge of financial management concepts, principles, practices, laws and regulations; (2) supporting OSD customers financial management needs; and (3) effectively communicating with customers and executing their programs.???????
To be hired at the GS-12 entry grade level, applicants must minimally have: One year of specialized experience equivalent to the GS-11 grade level in the federal service (1) applying knowledge of financial management concepts, principles, practices, laws and regulations; (2) actively supporting OSD customers financial management needs and programs, and rapidly responding to senior OSD official inquiries; and (3) Utilizing accounting and reporting systems, and data elements and codes.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education
GS-07 (2-grade interval) Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement may be substituted to meet the qualifying experience requirement. If you are using education to substitute for the qualifying experience, you must submit transcripts at the time you apply.
GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the qualifying experience requirement. If you are using education to substitute for the qualifying experience, you must submit transcripts at the time you apply.
GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the qualifying experience requirement. If you are using education to substitute for the qualifying experience, you must submit transcripts at the time you apply.
Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply.
There is no substitution of education for the qualifying experience at the GS-12 grade level.
PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study
To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the
U.S. Department of Education .
