This position is located in the Management Directorate, Investment Management Division. As the Program Manager (IMD Division Chief), you will lead USCIS in the administration of acquisition program management activities and serve as the Acquisition Decision Authority.

Duties

Studies projects related to management improvement, productivity improvement, management controls, and long-range planning including developing guidance on techniques for management and methods improvement. Serves as the Senior Advisor to the Management Directorate’s Associate Director and Deputy Associate Director on major mission and administrative programs. Analyzes agency and other stakeholder requirements to define program outcomes and ensures supervisory development programs align with, and support, identified outcomes. Manages the implementation of policies assigned to Investment Management Division program areas across USCIS. Oversees the initiation and management of various studies affecting program operations and administration.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 07/12/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 07/12/2024. GS-15: You qualify at the GS-15 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-14 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Developing new or improved policies and processes and evaluating impact on organizational programs. Managing the implementation of policies in program areas and analyzing progress with program leaders. Resolving highly complex issues and problems as it relates to operational matters and providing recommendations to improve program effectiveness. Developing and managing program areas to include acquisitions, investment management activities, or regulatory policy.
