This position is located in Office of the Chief Financial Officer. As an Program Manager, you will make recommendations that impact the development, change, and interpretation of policies and programs, provide advice and guidance on complex, sensitive and critical issues essential to advance the OCFO.

Duties

Develops training material, manuals, regulations, standard operating procedures (SOPs), necessary for the operation of USCIS. Oversees the overall planning, direction, and timely execution of a program or several program segments. Approves multi-year work plans and manages the overall work to enhance achievement of the goals and objectives. Serve as an advisor to program officials in project meetings, prepare strategies and supporting documents. Recommends long-range program plans, goals, objectives, and milestones, which serve as the basis for substantive changes in the organization and administration of programs affecting large numbers of people.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 10/24/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 10/24/2024. GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Developing and/or implementing laws, policies and regulations; Assisting with resolving broad and complex planning, evaluation, control, and resource allocation problems; Providing advice to various management levels throughout the Department; Organize and coordinate systematic, complex planning needs and unanticipated requirements to provide written and oral reports to include conclusions, alternatives and recommendations on nation policies, projects, or studies; Plan, organize, and direct team-task efforts across organizational lines to include monitoring progress, ensure objectives and milestones are established, and to get mission requirements accomplished timely.
