You will serve as a SENIOR COST ESTIMATOR in the Capital Improvements Business Line of NAVAL FACILITIES ENG COMMAND HAWAII.

Duties

You will serve as a Senior Cost Estimator and is responsible for determining the cost of unique and complex construction projects. You will develop detailed and comprehensive construction cost estimates needed to determine the level of funding required for construction facility projects in both CONUS and OCONUS locations. You will support a project team, provides cost estimates at the various phases during the evolution of the facility design to include supporting concept design workshops and participating in design review meetings. You will participate on source selection boards by analyzing contractor proposals for large complex and/or technical construction projects and makes recommendations for construction award or rejection of bids. You will participate in management of contract change orders for Design-Build and Design-Bid-Build contracts providing cost estimates.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a bargaining unit position.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning, organizing, and leading project and process improvement teams to develop new approaches to cost estimation and tools to establish and maintain performance quality levels; 2) Applying analytical and evaluative methods and techniques to conduct analyses of requirements for cost, labor, and materials of construction projects for a wide range of shore based facilities in order to prepare construction cost estimates; 3) Preparing long-range and short- range guidance for cost estimating in accordance with broad agency program policies and objectives; and 4) Conducting detailed analyses of complex functions and construction work processes to determine costs for facility construction projects, evaluate and provide advice on cost estimates and contract change orders, and develop cost estimating standards covering complex cost estimating function Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
