The primary purpose of this position is to serve as the Support Agreements Manager with responsibility for the collection of data and preparation of support agreements for customer activities located at JBSA-Fort Sam Houston.

Duties

Directs the development of support plans and conducts analysis designed to identify, capture and evaluate all known and hidden resource requirements, cost comparison of all viable options, availability of government resources, appropriateness of the various instruments in view of resource constraints, and the multitude of diverse regulatory guidelines. Serves as the overall installation expert on support agreements. Formulates local program policy. Conducts meetings, negotiations, briefings, liaison visits and conferences as required to implement and publicize the support agreements program. Responsible for the implementation of support agreements. Directs the review of all active support agreements to determine that the support provided or received is properly documented. Responsible for the implementation and coordination of the Management Control Program. Commanders, managers and leaders at every level of the Air Force are responsible for the establishing, evaluating, improving and reporting management controls.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Management and Program Analysis Series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Support Agreements to execute the program. Knowledge and understanding of government policies and regulations issued by various echelons of the DoD, MAJCOM, Wing to ensure that support agreements conform to agreement guidelines. Knowledge of quantitative analysis techniques in order to analyze and forecast resource requirements and workload data relative to the preparation, execution and review of support agreements. Knowledge of support agreement principles and theories, including standardized administrative practices and procedures common to the processing of support agreements. Knowledge of and skill in applying conventional methods to gather, analyze, and evaluate information concerning an organization's capacity to meet requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge in all aspects of wing and mission support group functions and their relationship; sound knowledge of base funding and POM funding procedures and their application to agreements. Knowledge and skill in the application of DoD, Joint and Air Force Support Agreement principles, concepts, and methodologies and basic financial management directives, concepts, procedures, guidance and policy. Skill in leading cross-functional working groups in developing support agreements. Highly skilled in communicating with working groups to gain cooperation in order to produce desired results. Skill in conducting interviews with installation functional personnel to obtain information about organizational missions, functions, and work procedures. Ability to communicate effectively, both orally and in writing, at all levels of management to include wing senior leadership to brief proposed projects, status of projects, and results of projects. Ability to access or locate information through the use of a personal computer or terminal. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
