About the Position: This position located at Fort Jackson, SC. The incumbent is technically responsible for program development and performs work independently with minimum supervision.

Duties

Coordinate with branch program managers to develop detailed estimated budget requirements. Prepares and controls the operating budget. Maintains a variety of fiscal data and service statistics for planning purposes and oversees preparation of special and recurring reports. Provides advice, counsel, and instructions on work and administrative matters. Hears and resolves employee complaints, referring group grievances or more serious complaints to supervisor. Completes required cross training and meets criteria to be knowledgeable about all ACS programs. Plans work to be accomplished by subordinates, sets priorities and establishes schedules for work completion. Assigns work based on priorities, requirements of assignments, and employee capabilities. Directs, develops, and administers plans and procedures and implements regulations to provide for continuing and aggressive programs designed to meet the interests and needs of the supported community. Develops and maintains professional standards of service, and ensures that programs are carried out in accordance with governing laws, policies, regulations, and those professional standards.

Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes to direct, develop, and administer plans and procedures and implements regulations to provide for continuing and aggressive programs designed to meet the interests and needs of the supported community; (2) Prepare and control operating budgets; (3) Plan work to be accomplished by subordinates, sets priorities and establishes schedules This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS- 11). You will be evaluated on the basis of your level of competency in the following areas: Financial ManagementInterpersonal SkillsLeadershipPlanning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
