About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Leavenworth, KS - roughly 20 miles northwest of Kansas City. Built in 1827, it is the second oldest active United States Army post west of Washington, D.C.
Duties
Performs clerical duties under the direction of the Special Security Officer (SSO).
Responsible for the day-to-day management and implementation of Sensitive Compartmented Information (SCI) security.
Accounts for, controls, transmits transports, packages, and safeguards SCI.
Destroys SCI by authorized means and in accordance with DoD5105.21-M-1 and DD Form 254.
Prepares and deliver SCI Blackbook to the Command Group.
Conducts in/out security processing, verifies citizenship, processes requests for investigation/clearance/special accesses, performs briefings, and maintains automated personnel security database and manual security files.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on an SSBI with eligibility for sensitive compartmented information (SCI).
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Temporary Duty (TDY) travel will be required (CONUS/OCONUS) 5% of the time.
- Two year trial/probationary period may be required.
Qualifications
THE ORGANIZATION IS HIRING FOR ONE POSITION AT THIS LOCATION. THE POSITION MAY BE HIRED AT THE GG-07 LEVEL WITH A FULL PERFORMANCE LEVEL (FPL) OF GG-09, OR AT THE GG-09 LEVEL.
If hired at the GG-07 level, you may be promoted non-competitively to the next grade level upon meeting the following requirements: (1) Satisfactory demonstration of the ability to perform at the developmental/target grade. (2). If there is higher level work at the developmental/target grade level. (3) Recommendation for promotion by supervisor. (4) Satisfactory completion of all required training. (5) Completion of all DCIPS regulatory requirements for promotions. Consequently, promotion(s) are not guaranteed.

GG-07: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as:
1. Experience performing administrative duties in support of a special security office. AND
2. Experience assisting with day-to-day management and implementation of Sensitive Compartmented Information (SCI) security.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-06).
OR
Education: Successfully completed at least one year of graduate level education in a field which is directly related to the position being filled and demonstrates the knowledge, skills and abilities necessary to perform the work of the position; such as, Security Program Administration; Homeland Security; Industrial Security Administration, etc. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (18 semester hours) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (NOTE: Transcripts must be submitted with application).
GG-09: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as:
1. Experience performing administrative duties in support of a special security office. AND
2. Experience assisting with day-to-day management and implementation of Sensitive Compartmented Information (SCI) security. AND
3. Experience reviewing security clearance applications for accuracy and completion of information.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-08).

Education: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which is directly related to the position being filled and demonstrates the knowledge, skills and abilities necessary to perform the work of the position; such as, Security Program Administration; Homeland Security; Industrial Security Administration, etc. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
