The Supervisory Program Analyst is responsible for analyzing the operational effectiveness of all CHAMPVA programs, projects, and functions. The position involves supervisory staff management work primary concerned with analyzing, developing, evaluating, and promoting operational. This position will conduct strategic analysis, advocate organizational goals, and establish trusted partnerships with senior leaders and business partners while driving results by using strategic plans and standards.
Duties
Duties includes:
Supervises 1 GS- 8 Lead Contact Representative and 16 GS-6/7 Contact Representatives.
Serves as a liaison for inquiries on matters pertaining to CHAMVA Eligibility.
Participates in special groups, committees, and conferences which address strategic issues.
Develops work improvements plans and recommends disciplinary measures as necessary.
Make eligibility determinations for the VFMP CHAMPVA program, as well as for the processing of applications for the CLFMP.
Develops and implements internal controls that ensure all program expenditures are compliant with appropriate regulations and laws.
Develops performance plans, provides mentoring, coaching and counseling of subordinate employees.
Work schedule: Monday - Friday, 6:00 am - 4:30 pm TBD by Supervisor

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/11/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
For a GS-11 position you must have served 52 weeks at the GS-09 The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application.
You may qualify based on education and/or experience as described below:
GS -9 Specialized Experience : Do you possess at least one (1) full year of specialized experience, which equips you with the knowledge, skills, and abilities to successfully perform the duties of the Supervisor Program Analyst, GS-09 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the grade GS-7 level in Federal service to qualify at the grade GS-09.
Recommends and implements changes to improve the effectiveness of work methods and procedures.
Develops work improvements plans.
Reviews established records for accuracy, identifies discrepancies and takes corrective action.
GS-11 Specialized Experience:
Do you possess at least one (1) full year of specialized experience, which equips you with the knowledge, skills, and abilities to successfully perform the duties of the Supervisor Program Analyst, GS-09 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the grade GS-9 level in Federal service to qualify at the grade GS-11.
Assigns and reviews work of subordinates.
Develops and coordinates standard operating procedures (SOPs) and other guidance and polices.
Provides oversight and development of efficient and effective processes and procedures that ensure are audit compliant.
Establishes and maintains recurring collaborative meetings with customers.
Do you possess at least one (1) full year of specialized experience, which equips you with the knowledge, skills, and abilities to successfully perform the duties of the Supervisor Program Analyst, GS-09 position, and that is typically in or related to the work of the position to be filled. Physical Requirements: The work is primarily sedentary with occasional requirements to walk around in an office building to meet with employees. Most work requirements involve using a computer and standard office automation equipment. The incumbent may need to stoop, bend, reach, or occasionally carry loads weighing up to 20 pounds. Extended periods of intense concentration are required to ensure the accuracy and timeliness of the work products.
