Duties

The National Defense Authorization Act for FY2020 approved a new, independent Space Force in the Department of the Air Force. The U.S. Space Force is a military service that organizes, trains & equips space forces in order to protect U.S. and allied interests in space and to provide space capabilities to the joint force. This new military branch is taking shape and recruiting! Plans, organizes, and directs the activities of the Planning Branch, ensuring that all planning, programing, strategic basing and beddown support complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents SBD 1 with a variety of installation, headquarters, and functional area organizations. Manages special operations or planning and programming projects by identifying opportunities, coordinating, and obtaining approval for project planning, scheduling, subject matter expert (s) and key leadership team resourcing, data evaluation, and briefing presentation(s).

  • "This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Employee may be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall.
  • The work requires the employee to obtain and maintain a Top Secret security clearance w/ access to SCI.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force (cont'd)

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Management and Program Analysis Series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Base/Delta, Major Command (MAJCOM)/ Field Commands (FIELDCOMs) and Department of the Air Force (DAF)/ United States Space Force (USSF) planning, programming, and strategic basing and beddown support requirements in support of all IPLANs falling under Space Base Delta (SBD) 1. Knowledge of personnel management, Equal Employment Opportunity (EEO), and safety and security regulations, practices, and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Base/Delta, MAJCOM/FIELDCOM, and DAF/USSF planning, programming, and strategic basing and beddown support requirements in support of all IPLANs falling under SBD 1. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. Demonstrated ability to use technical expertise in planning and programming measurement tools, analytical and evaluative techniques to determine team effectiveness and mentor others on how to identify and resolve difficult issues concerning efficiency and effectiveness of program operations. Skilled expert in complex operational data analysis and production of detailed reports applicable to all Plans Branch operations; demonstrated skill using data manipulation and extraction techniques to locate and access information. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
