About the Position: This position leads a team of Labor/Management-Employee Relations (L/MER) specialists who provide advisory and consultative services on complex agency matters related to conduct, performance, attendance, dispute resolution and labor relations.
Duties
Explain to team members the action items, projects, and/or program issues under review, problems to be solved, deadlines and time frames for completion.
Serve as staff advisor and consultant on a diverse spectrum of employee relations and labor relations functions.
Compile statistical and narrative data used to evaluate programs and recommend corrective actions/improvements as required.
Responsible for planning and conducting special projects or studies to identify and resolve operating issues and problems, or improvements to the delivery of Labor/Management-Employee Relations (L/MER) services.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one (1) year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Business travel up to 10% of the time.

Specialized Experience:
One year of specialized experience which includes: 1) analyzing a variety of employee conduct and performance-based problems; 2) responding in writing to appeals and labor inquiries; 3) serving as a technical representative at third party proceedings; 4) providing advice to both senior and lower level managers on a variety of management-employee relations matters such as performance issues, conduct actions, grievances, arbitration, contract negotiations, appeals, and labor-management partnership; and 5) making technical recommendations concerning whether management should agree to a settlement or allow a third-party to arbitrate the case. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
