About the Position: This position is based out of the US Army Civilian Human Resources Agency (CHRA), Army Material Command (AMC) Human Resources Directorate, Communication-Electronics Command Civilian Human Resource Service Center.

Duties

Develop long and short-range staffing plans to meet forecasted mission requirements, human capital losses, changes in critical competencies availability of candidates, career development patterns, and reorganization proposals. Provide expert HR management advisory and technical services on complex and wide-impacting customer functions and work practices. Utilize an expert level of knowledge and skill in applying the full range of HR methods, principles, practices and evaluative methodologies sufficient to advise on and/or resolve the full range of operational problems. Advise managers and supervisors on staffing requirements, resources, and problems in assigned offices involving a high degree of complexity.

Specialized Experience for the GS-12: One year of specialized experience which includes 1) Researching and interpreting a variety of civilian personnel regulations to provide advisory services to employees and management; 2) Communicating with key stakeholders to determine project requirements and objectives; 3) Analyzing reports to summarize data for review by managers; 4) Preparing data for processing by organizing information, checking for inaccuracies, and adjusting data; 5) Resolving complex pay setting issues/inquiries; AND 6) Utilizing human resources automated systems to create a variety of human resources products to include job analyses, occupational assessment questionnaires, vacancy announcements, referral lists, and coding personnel actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11. Specialized Experience for the GS-11: One year of specialized experience which includes 1) Researching and interpreting a variety of civilian personnel regulations to provide advisory services to employees and management; 2) Communicating with key stakeholders to determine requirements and objectives; 3) Preparing data for processing by organizing information, checking for inaccuracies and adjusting data; 4) Assisting in resolving complex pay setting issues/inquires; AND 5) Utilizing human resources automate systems to create a variety of human resources products to include job analyses, occupational assessment questionnaires, vacancy announcements, referral lists and coding personnel actions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Oral CommunicationStaffing & RecruitingStrategic Thinking Time in Grade Requirement for the GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Time in Grade Requirement for the GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-9).
