The primary purpose of this position is to provide technical engine data collection, procedural and reporting support and management control for reporting of engines, utilizing the Comprehensive Engine Management System (CEMS), Naval Aviation Logistics Data Analysis (NALDA), and ECOMTRAK.

Duties

Responsible for developing plans and procedures for use in new engine workload for reporting historical engine data, Comprehensive Engine Management System (CEMS), Naval Aviation Logistics Data Analysis (NALDA) and ECOMTRAK. Analyzes and initiates corrective action on error/variances generated on overhaul engines and components. Performs surveillance of system operation. Analyzes system performance reports such as age of data and error variance reports in order to identify problem areas. Performs task requirements in a timely manner without undue loss of time or an excessive amount of guidance required.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. This position is a developmental (GS-07 Target GS-09) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-07). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. SPECIALIZED EXPERIENCE GS-07: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Specialized experience must include performing developmental assignments in the application of basic occupational techniques; analyzing routine problems and providing resolution; and, assisting in preparing reports and briefings. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Successfully completed 1 full year of graduate level education or superior academic achievement, that demonstrates the knowledge, skills, and abilities necessary to do the work. NOTE: You must submit a copy of official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience that qualify for this position which computed percentage requirements is at least 100%. NOTE: You must submit a copy of official transcripts. SPECIALIZED EXPERIENCE (GS-09): Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems to meet the time-in-grade requirements for the GS-09 level. Specialized experience must include collecting technical engine data; developing new plans and procedures for recording and reporting data for new engine workload; and ensuring that proper procedures are followed when repairing engines. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Successfully completed a Master's or completed 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: You must submit a copy of official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience that qualify for this position which computed percentage requirements is at least 100%. NOTE: You must submit a copy of official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Must have extensive knowledge of DO42 Comprehensive Engine Management System AF Manuals and Technical Orders utilized in preparing engine records and meeting the requirements of the DO42 Comprehensive Engine System for engine configuration management and parts tracking. 2. Must have knowledge of organizational structure, specific functions, policies and objectives. 3. Must be able to interpret regulations and a variety of directives. 4. Must have knowledge of basic engine configuration in order to determine parts applicability. 5. Must be familiar with field requirements concerning engine records updating in order to understand record annotations of incoming engines. 6. Must have knowledge of TCTOs and be able to determine if completed engine configuration meets TCTO requirements. 7. Must be familiar with the different record requirements applicable to the different types of engine. Individual should possess knowledge of the overall workload in order to prioritize the work being accomplished. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Working Conditions: Primarily office frequently requires time in areas subject to excessive shop noise, eye hazards and chemicals. Must be able to work under pressure and short deadlines.
