You will serve as a CONTRACTING SPECIALIST in the CONTRACTING DIVISION, CONTRACT AND LOGISTICS DEPARTMENT of PORTSMOUTH NAVAL SHIPYARD.
Duties
You will assist contract administration offices in the administration of contracts including performance of termination actions, until final delivery and payments are completed, and the contract is closed and retired.
You will monitor contractors’ performance through telephone conversations, correspondence, reports, vouchers, and visits for status of contract performance.
You will interpret contract provisions for contractors, and for officials of various DoD/Navy activities, and provides appropriate advice and guidance.
You will serve as the principal contact for the contract and represents the command in conferences with industry, and State and local government pertaining to the procurement.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
Qualifications
GS-11
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
*Experience conducting market research via the Internet, verbally, or through written solicitation executed utilizing the automated Procurement Desktop Defense System (also referred to as Standard Procurement System (SPS).
*Experience performing cost or price analysis, including review of cost breakdowns to determine reasonableness.
*Experience coordinating the establishment of a technical evaluation panel to determine acceptability of technical proposals.
*Experience obtaining required preaward surveys to establish contractor responsibility and obtaining audits and pricing reports to develop negotiation strategy.
*Experience awarding contracts within delegated contracting officer authority or recommending awards to the contracting officer outside delegated authority.
GS-09
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
*Experience reviewing requests for the procurement of complex equipment and/or services.
*Experience analyzing the requirement, recommending revisions to the statement of work or specifications as necessary, and deciding on the type of contract, milestones, and procurement plan.
*Experience reviewing justifications for sole source and other required clearances and preparing documentation.
*Experience preparing solicitation documents.
*Experience soliciting proposals from prospective contractors.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
For the GS-11: Successful completion of at least three full academic years of progressively higher level graduate or Ph.D. or equivalent doctoral degree.
For the GS-09: Successful completion of at least two full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D.
