You will serve as a Supervisory Contract Specialist in the Contracting Division, Contracting and Logistics Department of PORTSMOUTH NAVAL SHIPYARD.
Duties
You will plan, establish, administer, coordinate, standardize, communicate and analyze all function areas of both the Portsmouth Naval Shipyard and Industrial Market business operational units.
You will provide creative and innovative solutions to logistics and business issues.
You will develop and introduce new contractual approaches to accomplish economic component breakout, foster maximum competition and maintain contract performance.
You will perform preliminary assessments of existing safeguards for all assigned functions.
You will plan work to be accomplished by subordinates.
You will carry out Equal Employment Opportunity (EEO) policies and communicate support of these policies to subordinates.
You will serve as Acting Technical Director in the absence of the Technical Director, when required.
You will perform other duties as assigned.

- This position requires Contracting Level III Certification in accordance with the Defense Acquisition Workforce Improvement Act (DAWIA).
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This position requires completion of 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience overseeing and managing the overall planning, direction and timely execution of a contracting program, as well as managing organizational changes and major changes to the content of the program or segments directed;
Experience developing short-range and long-range organizational plans and goals through subordinate branch chief and team leaders;
Experience applying procurement regulations and contracting principles, including the latest procedures and techniques (e.g., source selection, sophisticated pricing arrangements, solicitation methodologies, and cost accounting) to plan, develop, implement, and administer all contractual aspects of a wide variety of systems/service acquisition programs;
Experience negotiating (including face-to-face) complex business transactions that include detailed cost and price analysis using recognized statistical techniques;
Experience using price and cost analysis principles and basic accounting practices pertaining to contract proposal evaluation and contract administration;
Experience managing contract claims and protest procedures pertaining to actions filed with the Contracting Officer, Government Accountability Office, Armed Services Board of Contract Appeals (ASBCA), General Services Board of Contract Appeals (GSBCA), Court of Federal Claims; AND
Experience using systems related to the acquisition process, such as Standard Procurement System (SPS) and Enterprise Resource Planning (ERP), Federal Procurement Data System - New Generation (FPDS-NG), Wide Area Workflow (WAWF) and Electronic Data Exchange.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
