You will serve as Deputy Chief Contracting Officer for the Contracting and Logistics Department (Code 400), Portsmouth Naval Shipyard, Kittery, Maine.
Duties
You will be responsible for the overall planning and execution of all functions of the Contracting Department necessary to ensure meeting the Command's primary mission of overhaul, repair and modernization of naval vessels.
You will direct the full range of contract administration: source selection, sole source justification/approval, awards/modifications, pre-award surveys, cost/price analysis, analysis of contractor's performance and resolution of contract disputes.
You will plan, develop and establish long- and short-range procurement and contracting plans, strategies and approaches for overall ship repair and acquisitions and life cycle programs.
You will issue/implement contractual changes/modifications driven by technological advances, revised threat assessments, upgraded operation requirements, and others which are inherent in complex and dynamic high-technology ship repair acquisition.
You will ensure that manpower and material costs are directly linked to program/mission objectives, that expenditures remain within approved budget levels, and that positions and/or organizational structures promote maximum efficiency and economy.
You will provide technical guidance; personnel, performance and position management; identify training needs; interview/select candidates for vacancies; recommend promotions and awards; resolve disciplinary issues and administer EEO policies.

- This is a Defense Acquisition Workforce position that requires a Contracting, Foundational acquisition certification within 36 months; incumbent must obtain and maintain certification in accordance with DoD Instruction 5000.66.
- Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66.
Qualifications
SPECIALIZED EXPERIENCE: In addition to the basic education requirements, in order to qualify for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Your resume is the key means we have for evaluating your skills, knowledge, and abilities as they relate to this position; therefore, we encourage you to be clear and specific when describing your experience. Specialized experience must demonstrate the following:
Experience overseeing and managing the overall planning, direction, and timely execution of the contracting program, as well as managing organizational changes and major changes to the content of the program or segments directed.
Experience with procurement regulations and contracting principles including the latest procedures and techniques (e.g., source selection, sophisticated pricing arrangements, solicitation methodologies, and cost accounting) sufficient to plan, develop, implement, and administer all contractual aspects of a wide variety of systems/service acquisition programs.
Experience with negotiation principles in developing pre-negotiation strategy and overseeing or conducting negotiations and in directing or performing post award negotiations involving contract changes or modifications.
Experience using computer programs such as Standard Procurement System (SPS) and Enterprise Resource Planning (ERP) as they relate to the electronic acquisition process, and experience using the Federal Procurement Data System - New Generation (FPDS-NG), Wide Area Workflow (WAWF) and Electronic Data Exchange.
Experience performing supervisory duties such as assigning and prioritizing work; providing technical guidance, personnel, performance and position management; identifying training needs; interviewing/selecting candidates for vacancies; recommending promotions and awards; resolving disciplinary issues and administering EEO policies.

Education
BASIC REQUIREMENTS: In order to qualify for Contract Specialist within the Department of Defense (DoD), all applicants must meet the basic requirements below.

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 (or equivalent) on or before September 30, 2000 are also exempt from meeting this requirement.
Basic Qualification Requirements for Contracting Officer Positions: In addition to meeting the basic educational requirements listed above as well as the Specialized Experience, applicants must have at least two years of experience in contracting positions; and have completed all contracting courses required for a contracting officer for positions at the level and grade at which the person is serving. Certification at this level is sufficient to meet this standard.
