This position is located within the VHA Office of Finance's Consolidated Patient Account Center (CPAC), organizationally under the Director, with the incumbent serving as the Quality Assurance Manager and the Privacy Officer for the CPAC. The CPAC is a regionally consolidated business entity established to enhance revenue operations throughout the VISN networks and across the Veterans Health Administration (VHA) system through the standardization/consolidation of functions and processes.

Duties

The Quality Assurance Manager is the expert authority on CPAC Quality Assurance as it relates to revenue processes. Provide advise and recommendations necessary to identify opportunities and process improvement. Ensure a consistent, CPAC wide monitoring process to improve the quality of business practices. Assist in the planning, development, implementation and maintenance of a CPAC wide performance management program. Provides assistance throughout the CPAC on a wide variety of functional, technical, administrative, and management processes. Verify operational processes are effective, efficient and compliant with federal regulations. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 7:30 am to 4:00 pm (40 hr./week) Compressed/Flexible: May be available pending based on organizational needs Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/12/2024. For GS-11 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment and Appointment of Certain Military Spouses (5 CFR 315.612) You may qualify based on your experience and/or education as described below: GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Prepares facility-specific guidance pertaining to the Privacy and Freedom of Information Act. 2) Initiates and conducts internal compliance reviews, assessments and audits. 3) Interprets policy and regulations and presents controversial and critical observations, findings, and recommendations. 4) Provides Management with details regarding tool issues, including, but not limited to: malfunction, downtime, schedule maintenance and enhancements. 5) Interviews candidates, recommends appointments, promotions, or reassignments. OR, Education: Applicants may substitute education for the required experience (TRANSCRIPTS REQUIRED): To qualify based on education for this grade level you must have a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related? Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR, Combination: Applicants may also combine education and experience to qualify at this level (TRANSCRIPTS REQUIRED): You must have an combination of specialized experience and education directly related to the work of the Supervisory Management Analyst.. Examples of specialized experience would typically include, but are not limited to: 1) Assesses privacy posture through periodic evaluation of the collection, use, storage and maintenance of sensitive personal information. 2) Initiates and conducts internal compliance reviews, assessments and audits. 3) Provides Management with details regarding tool issues, including, but not limited to: malfunction, downtime, schedule maintenance and enhancements. 4) Prepares responses to inquiries including those from Congressional Offices, Human Resources, and, where appropriate, Office for Civil Rights. 5) Adapts analytical techniques and evaluation criteria to a broad range of revenue operations process improvement and reimbursement maximization activities. Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one full year of Specialized Experience at or comparable to the required grade level.
