This position is located in a Consolidated Patient Account Center in the organization of the Chief Financial Officer with the incumbent serving as a Supervisor in the Veterans Services Division. The CPAC is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network by standardization and consolidation of functions and the integration of VHA and industry best practices.
Duties
Serves as the local CPAC's technical authority on Veterans Services.
Responsible for reviewing accounts and responding to inquiries via verbal or written correspondence to Veterans, Congressional Representatives, Beneficiaries, Service Organizations, U.S. Attorneys, VA Regional Counsel, Department of Justice and VA Regional Office concerning First Party matters.
Exercises management responsibility for all First Party activities for all the facilities assigned to the CPAC.
Manages information and analytical systems to evaluate and enhance the quality of service provided to Veterans.
Responsible for reporting CPAC, VISN, national, regional and per facility diagnostic measures and performance matrixes. Work Schedule:
Work Schedule: Monday through Friday, 8:00am to 4:30pm.
Compressed/Flexible: Flexibility in duty hours is available.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/22/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Provides an explanation of accounts either by phone, written correspondence or in-person.
Plans and clearly communicates assignments to team members, including completion deadlines.
Reviews requests for waivers and/or compromises.
Maintains computer and memorandum records of debtors to document collection efforts, appropriately works bankruptcies, death notices and suspense reports.
Ensures all pertinent information is timely gathered and entered into the appropriate databases.
Handles conflicts and problems constructively and appropriately in dealing with customers.
Takes necessary action to write off debts that meet the criteria provided following agency regulations

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Combination (TRANSCRIPTS REQUIRED): Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and successfully completed graduate education directly related to the work of the Supervisory Program Analyst position.

Physical Requirements: The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort.
