The Office of Community Care (OCC) has established seven Consolidated Patient Account Centers (CPACs) as part of an effort to enhance revenue operations throughout the Veterans Health Administration (VHA) network. CPACs are designed to regionally consolidate business functions, standardize business operations, and integrate best practices from VHA and industry to the revenue cycle.
Duties
The position is located with the QA Department, organizationally aligned under the CPAC Director, reporting to the QA Manager. Serves as a QA Program Analyst to conduct probes and ongoing systematic, data-driven reviews and analysis of VHA/CPAC revenue processes. The QA Program Analyst is responsible for ongoing monitors and reporting results to CPAC management and RO.
Responsible for monitoring all functional revenue departments to support the delivery of consistent, efficient, and accountable revenue services across the VHA Revenue enterprise.
Ensuring bills are paid at the appropriate level by insurance carriers and working with other CPAC departments to monitor denials of payment
Monitor compliance with national and regional payer agreements with insurance carriers to support revenue collections
Handling all phases of the billing process for pharmacy services team (Outpatient Pharmacy Claims Coordinators (OPECC))
Addresses inquiries from Veterans about their first party accounts, processes waivers and
write-offs, repayment plans, bankruptcies, and death cases
Work Schedule: Monday to Friday, 8:00 am to 4:30 pm
Compressed/Flexible: May be available pending supervisor discretion

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to:
1) Consistently communicating and treating customers (veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner.
2) Providing information and assistance to other healthcare team members in order to improve the documentation, efficiency and effectiveness of CPAC operations.
3) Creating and maintaining database files needed to monitor and report on a wide range of system-related activities.
4) Reviewing and evaluating automated system error reports in order to develop graphic presentations of patterns trends, and other characteristics by carrier, organization, provider, etc. in order to provide constructive feedback for improvement to the appropriate source.
5) Identifying trends, patterns, and other characteristics in data that may provide opportunities for enhancements in policies, procedures, practices, and other operational activities to improve on the delivery of health care services.

To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work involves intense concentration for long periods of sitting with some walking. Must be able to work for long periods on a personal computer.
