The following are the duties of this position at the full working level.
Serves as technical expert to management on long-term projects vital to improving the effectiveness and efficiency of HRSS payroll, benefits, orientation, and personnel systems programs. On behalf of the Director, proposes, conducts, and/or leads system program development initiatives, including design, development, and piloting of IRS plans. Evaluates the impact of the pilot on HR programs and resources that impact IRS employees servicewide.
Meets and collaborates with managers and executives within the Service to define the overall goals and objectives of process simplification and modernization within their organizations. Works with business units to redefine current processes, analyze efforts, and prepare project plans to modernize processes.
Briefs the Supervisor periodically on team and individual work accomplishments, problems, progress in mastering tasks and work processes.
Plans, coordinates, and establishes operating methods and procedures for accomplishment of project/program mission; as needed, directs the development and accomplishment of employee training relating to the project/program.
Oversees and guides project/program resources to meet goals and objectives. As needed, recommends adjustment of resources. Maintains program and administrative reference materials, project/program files and relevant background documents
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE GS-14 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower grade level (GS-13) in the Federal service. To be qualifying, your experience must demonstrate a comprehensive knowledge of the concepts, principles, practices, laws, and regulations of human resources management (HRM) and applying such knowledge including providing advice and developing solutions/interventions on complex service-wide human resources-related programs and issues. Experience managing multiple assignments that require a wide range of management and program oversight and analytical skills, assisting with designing and/or conducting comprehensive HRM studies and projects and assessing and improving program effectiveness. Experience with consultation skills including influencing and negotiating; interpreting complex legislative, regulatory, and policy guidance; presenting findings and delivering briefings; leading and collaborating with others, and experience with written communication skills including drafting policy documents, project papers, instructional materials, and/or other substantive material for use by others.
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
