The ideal candidate will have served as a senior leader in an organization that is responsible for overall IT or cybersecurity program planning, design, and implementation. A CISSP or CISM level certification in cybersecurity is highly preferred.
Duties
What will I do in this position if hired?
This position will directly report to the Chief Information Security Officer (CISO) to assist in executive oversight and management of the agency's information security program. Typical duties include:
- Coordinating with CISO Division Directors to collect program status information and assisting with task assignments
- Using practicality and best business practices in the development and implementation of policies, standards, procedures, and guidance that allows FEMA to follow all applicable laws or statutes
- Hosting meetings with industry representatives to ensure awareness of technical innovations and promoting staff engagement
- Providing guidance on security authorization processes, procedures and appropriate computer security measures.
- Serving as the technical authority on the Federal IT security hierarchy in order to develop and define the scope and level of detail for security plans and policies applicable to the security program.
- Providing alternatives to activity managers to meet security requirements based on the unique needs of the organization and mission requirements.
Qualifications

To qualify for this position at the GS-14 level, you must possess one full year of specialized experience equivalent to at least the GS-13 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:
Leading staff or projects to ensure IT security is provided across various modern technologies; and
Applying cyber security principles, concepts, methods, or standards, in maintaining the confidentiality, integrity, or availability of critical systems; and
Ensuring systems' compliance with laws, regulations or organizational requirements through reviewing vulnerability scans, audit logs, plans of action and milestones.
In addition to the above specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.
