The primary purpose of this position is to serve as Assistant Director, Davis Conference Center, with responsibility for assisting the Director in conference planning, directing, organizing and exercising control over daily operations, financial planning and execution and budget administration, and provide support to all federal agencies through use of the Center.

Duties

1. Plans, organizes, and directs the daily activities of the MacDill Davis Conference Center, ensuring that financial management, budget, computer support, and manpower activities comply with legal and regulatory requirements and meet customer needs. 2. Establishes, develops, and maintains effective working relationship with all wing and tenant organizations that interface with the Davis Conference Center. 3. Exercises supervisory personnel management responsibilities. 4. Provides advice and assistance to Director regarding manpower, financial management, budget and to effectively meet current and long-range program goals and objectives. 5. Provides overall management of Conference Center facilities and internal property to include furnishings, furniture, equipment and computers.

  • Must be able to obtain and maintain a Top Secret security clearance.
  • This position may occasionally require the employee to travel away from the normal duty station on military or civilian aircraft.
  • This position may require overtime on an as-needed basis.
  • This position may require the employee to work other than normal duty hours which may include evenings, weekends and or holidays on an as-needed basis.
  • This position may require the employee to be recalled to duty.
  • This is a Key position. Incumbents must be removed from their military recall status if alternatives for filling the position during emergency are not available.
  • This position has been designated by the Air Force as a testing designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass a initial and periodic short notice drug testing. CONT'D
  • CONT'D Illegal drug use by employees and sensitive physicians presents a clear threat to the mission of the Air Force, national security and public safety.
  • Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report upon appointment and will be required to file annually.
  • IAW DoDI 3020-42, this position has been locally or command designated as Mission Essential, (ME); needed to ensure the continued operation of mission essential functions of the activity. Mission Essential personnel may be required to report CONT'D
  • CONT'D for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.
  • PCS will NOT be paid.
  • All federal employees are required to have direct deposit.
  • This position is subject to provisions of the DoD Priority Placement Program.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: (1) Planning, organizing, and directing the daily activities of a conference center; (2) Developing goals and objectives that integrate organization and wing objectives; (3) Directing planning and programming activities including strategic and contingencies planning, budget processes, commercial activities, productivity, and manpower requirements. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to a Ph.D. degree or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of concepts, principles, and practices relating to Conference Center, financial management matters, manpower and management information systems. 2. Knowledge of common budgetary practices, procedures, regulations, precedents, and guidelines. 3. Knowledge of safety and security regulations, practices and procedures. 4. Ability to plan, organize, and direct the functions of a staff. 5. Ability to gather, assemble, and analyze program information, draw conclusions, and device solutions to problems. 6. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
